Job description / Role

Employment: Full Time

Coordinate and manage construction activities in assigned project area for the project to be delivered in accordance with the overall project management plan. Coordinate consultants and contractors in the assigned area to monitor the project development against the planned Budget, Schedule, Quality and HSE requirements. Ensure QPM Corporate Construction Procedures are followed.

• Provide advice to/ liaise/ coordinate with QPM Project Manager (PM) in areas relevant to construction issues so these can be addressed in the context of the entire QPM team to find timely and popper solution,
• Undertake comprehensive project construction management in close consultation with QPM project engineers covering activities relevant to engineering disciplines,
• In liaison with QPM team, manage general contractors through the site supervision consultants so that the project is delivered within the established contractual parameters of time, budget and quality,
• Manage the site supervision consultant so that their contractual responsibilities in terms of inspections, testing, supervision, monitoring, overseeing, program control, quality control, cost, reporting etc. are met in compliance with their contractual obligations,
• Undertake liaison between the site supervision consultants and the general contractors in order to ensure that issues and conflicts are clearly channelled and resolved,
• Chair and record site progress meetings with the supervision consultants in order to coordinate the progress meetings with contractors and provide input/ guidelines by representing the Client’s and the project’s interests
• Interview the Supervision Consultant’s key staff, review relevant CVs and recommend for approval or rejection,
• Prepare the Construction’s part of the Monthly Report,
• Review the Site Supervision Consultants’ monthly and weekly report,
• Follow through with relevant stakeholders to make sure that all necessary construction permits and licenses have been obtained,
• Assist in preparing tender documents, RFPs and providing answer to technical queries that are of a construction related nature,
• Provide input for the preparation of tender meeting with pre-qualified contractors,
• Manage QPM construction site engineers to ensure that site issues are brought up and dealt with in coordination with other QPM staff,
• Liaise with other QPM staff in order to ensure that construction activities relevant to all project disciplines (cost, program, design, contracts, quality etc.) are properly dealt with and resolved,
• Provide construction related technical assessment and recommendation relevant to proposals of supervision consultants and contractors,
• Prepare reports on specific construction issues and elevate to the project manager and client as required,
• Monitor and analyse reports on scope, quality, cost, and time to ensure that the project is on track.
• Follow up with the site supervision consultants for corrective, preventive and defect repairs,
• Ensure appropriate usage and application of the Project Management System (PMS) with respect to entry and analysis of work related data for day to day functioning to facilitate seamless communication of all relevant (technical/non- technical) information across the organization on a real time basis for maximum effectiveness,
• Coordinate/ liaise construction related responsibilities to QPM members of the design, contracts, commercial, planning and document control team,
• Liaise with project parties and client for critical decisions as required,
• Drive goal setting and performance appraisals for construction site team,
• Review site engineer’s CVs and provide input for approval, rejection, probation period extension, etc.
• Communicate information, policies and decisions to project team, client and stakeholders in a timely manner,
• Recommend the Client and QPM on decisions to be taken related to construction issues,
• Ensure timely preparation of various progress tracking reports on construction issues,
• Present reports to management and client as required,
• Follow up with relevant parties for corrective, preventive and defect repair,
• Assist HSE meetings and provided input as necessary,
• Manage the site supervision consultant in a way that the project is built according with approved construction drawings.
• Coordinate with QPM design, cost, planning and contractual teams on construction progress aspects for assigned area.
• Liaise with project parties and client to obtain for critical decisions/ approvals as required,
• Oversee appropriate project orientation and provide specific skill and functional knowledge development as required for the team members.
• Communicate information, policies and decisions to project team in a timely manner.
• Complete performance appraisals for team members.
• Ensure safety and well being of team members on site.
• Oversee implementation of recognition and reward system.
• Maintain professional relationships with peer professionals in the industry
• Maintain awareness of industry best practices in PM.
• Adapt and adopt leading construction management concepts and best practices into QPM.
• Manage the site supervision consultants so the project is built according with mandatory industry regulations

Requirements

• Degree in an Engineering subject
• Overall experience in the industry of over 16 years
• Experience in large scale buildings
• GCC experience is preferred
• Successfully completed Design and Build projects
• Have proven records of involvement in complete project cycle
• Excellent Communication skills is essential
• Strong planning and organization skills to deliver operational excellence and efficiency
