Key responsibilities
u2022 Liaise with the HSE supervisor on safety related matters. Act as a safety leader.
u2022 Report to the discipline construction lead/senior construction supervisor on main issues, events at site, progress reporting, trends and recommendations for improvement.
u2022 Assist functional supervisor in review and/or approval of construction documentation, including method statements, JHAs, MARs etc., and attend HSE walkthroughs.
u2022 Supervise all EPIC contractorsu2019 static and rotating equipment inspection and installation activities based on approved engineering documentation and project schedule during the execution of construction activities.
u2022 Attend requests for inspections (RFIs) as per approved ITPs including material receiving inspections in coordination with lead construction supervisor, and sign off relevant inspection and test reports/RFIs.
u2022 Ensure the quality of manufacturing and erection works, dimensional accuracy, and accessory and inline items installed in the correct material design specification.
u2022 Lead the construction contractor(s) on all mechanical aspects of the static and rotating equipment installation works.
u2022 Supervise with EPIC contractor during execution of the static (including internals) and rotating equipment installation, FAT, alignment inspection, punch clearing, pressure testing, pre-commissioning and re-instatement at site.
u2022 Manage and lead final mechanical completion inspections and punch closing.
u2022 Supervise the pre-commissioning activities to ensure safety and the quality of the completed work.
u2022 Lead the inspection activity with vendor/supplier at site whenever required.
u2022 Participate in PSSR and provide support to operations pre- and start-up activity where instructed.
u2022 Coordinate mobilization of contractors on site.
u2022 Carry out daily checks on contractoru2019s staff and work carried out during the previous day to ensure compliance with prescribed contractual specifications.
u2022 Good knowledge in reading and understanding P&ID, GA, associated structural drawings, equipment layout and mechanical drawings, and manufacturer manual/recommendations.
u2022 Maintain a daily record of progress (daily diary) noting special comments. Report to senior supervisor work anomalies or contractual deviations committed by contractor personnel and recommend corrective actions.
u2022 Sign work permits on behalf of the client and ensure that contractors comply with work permits.
u2022 Participate in development of as-built drawings/documentation.
u2022 Accountable for supervising contractoru2019s work that is in progress, inspecting work, reporting problems and preventing accidents occurring because of negligence by enforcing clientu2019s safety standards on the work site.
u2022 Liaise and report with the QA/QC inspector on quality related matters.
Requirements
u2022 Candidate must possess a degree or diploma in mechanical engineering from an internationally recognized university.
u2022 Preferably have formal training in QA/QC functional aspects.
u2022 Candidate should have a minimum of 10 years overall experience in static and rotating equipment installation, including inspection coordination experience in the construction of midstream/downstream oil and gas facilities.
u2022 Experience as an EPIC contractor supervisor is essential. Experience as a client or PMC supervisor is preferred.
u2022 Current experience in State of Qatar industrial cities and/or other GCC countries is required.
u2022 Extensive knowledge of international and industry specific codes and standards, including ASME, ANSI, ISO, API, NFPA, SHELL DEPu2019s, etc. Mechanical inspector certificates (API 510 & API 653) would be an advantage.
u2022 Extensive experience in coating systems and procedures, including painting, galvanizing, wrapping, insulation, refractory lining etc. BGAS / API certification would be an advantage.
u2022 Extensive experience in static and rotating equipment installation, FAT, alignment, inspection, punch list clearing, pressure testing, pre-commissioning and mechanical completion inspections, etc.
u2022 Excellent written and oral English skills. Able to read equipment layout and mechanical drawings, P&IDu2019s and manufactureru2019s instructions, etc.
u2022 Strong organizational, planning and coordination skills.
u2022 The candidate shall have specific stated experiences in:
- Greenfield/new build construction sites,
- Brownfield/live process plants,
- Permits to work, including isolation and lock out/tag out of live services,
- Tie-in to live facilities, including testing and integration to existing systems,
- Stage inspection and testing of construction activities as per approved ITPs,
- Extensive knowledge in lifting plan and crane studies. If candidate has approved lifting supervisor certificate it would be an advantage.
u2022 Strong technical, prioritization and management skills.
u2022 Good communication, influencing and interface skills.
u2022 Proficient knowledge of computer programs (MS Office, Outlook, Excel, Word, PDF, PowerPoint, etc.) and engineering software applications relevant to the discipline.
