Contract Specialist

Job description / Role

• Support the Contracts Engineering Expert(s) in the delivery of project requirements
• Provide and manage procurement and contractual activities.
• Ensure that the contract administration is properly carried out by the Consultant.
• Monitor and report on the Consultant’s performance.
• Ensure and review recommendations when requests for variation, addendum, extension of time, claims etc. are being processed, ensuring that they are in accordance with the Authority’s relevant policies and procedures.
• Responsible for reviewing and providing recommendations on quantum and contract administration matters on complex change requests and claims
• To assist with programme analysis & tracking
• Ensure management cost reports are properly prepared that accurately reflect the actual and budget position of Projects
• Ensure maintenance of the Project work breakdown structure, budget and integrated cost report and cash flow
• Analyse and report on consultant and contractor cost reports, cash flows and monthly and weekly reports
• To review and recommend payment.
• To evaluate Contractor’s extension of time requests and prepare recommendations to management
• To review and comment on bids and contract award recommendation reports
• To effectively monitor and analyse project cost, identify trends and recommend corrective actions
• To identify, develop, and improve procedures and systems for the section, department, and Ashghal
• To provide reports to senior management within Ashghal pertaining to construction aspects of Projects and the program
• Responsible for assisting with delay / disruption analysis on complex change requests and claims
• Work with Project teams to establish the correct information in response to claims
• Prepare claim and counter- claim register including “cause and effect” of all events in claims logs

• Minimum 15 years’ post-graduate experience in major infrastructure Projects or programs. Preference will be given to Drainage Pipeline, Wastewater Treatment Plants and Pumping Stations, TSE Pipelines, Surface Ground Water Systems, Underground Services and Civil Structures related experience.
• Experience in contract formation and administration
• Sound knowledge of different contract forms, e.g. FIDIC and Governmental forms
• Commercial claims and advisory services
• Strong post contract administration experience
• Demonstrable experience in development and tendering for various construction and consultancy contracts, including input into the proposal evaluation and recommendations.
• Demonstrable track record in the delivery of large multidisciplinary projects.
• Experience in the assessment of claims and variations on major infrastructure Projects
• Bachelor’s degree from a recognised University in an appropriate field such as Project Management, Engineering, Commercial Management, Quantity Surveying, Construction Management or equivalent
• Excellent communication skills in English, written and spoken
• Professionally qualified as MRICS, MCIArb or equivalent
• Driver's Licence
