Contract Specialist

Job description / Role

• Support in the study of the initial scope of work/services as per end-user department requirements.
• Lead drafting/review of tender documents prior to releasing such tenders to the bidders.
• Lead the bid evaluation team in preparing clarification to queries raised by the bidders.
• Participate in technical evaluation of the bids.
• Review the accuracy and adequacy of contract documents, including performance bonds, insurances, and bills of quantities.
• Assist in drafting all kinds of reports for the management related to disputes, claims, and tender evaluation.
• Evaluate requests for extension of time, variations, and contract amendments.
• Evaluate and negotiates disputes and claims between KAHRAMAA and its contractors.
• Assist the Sr. Contracts Specialists as requested.
• Participate in the training and mentoring of less experienced Qatari employees.
• Perform other duties as assigned.

• Bachelor’s Degree in law or engineering and minimum ten (10) years experience
• supporting large and complex construction projects in the areas of reviewing tender
• documents, agreements and amendments, evaluating change orders, reviewing claims
• or disputes, preferably in a utility environment like KAHRAMAA.

Required Skills:

• Proficient in the English (must) and Arabic (preferably) language.
• Proficient in the use of computers and computer applications such as word
• processing, spreadsheets and presentations.
• Interpersonal communications and negotiation skills.
• Ability to draft terms and conditions and prepare contractual correspondence.
• Negotiating, writing and interpreting contractual provisions
