Job description / Role

Employment: Full Time

General Description:
- This Contract Administrator position shall provide support primarily to the Senior Quantity Surveyor/Senior Contracts administrator for the delivery of Project(s).
- The position is responsible for accurate surveying of quantities for the preparation/reviewing of bills of quantities, rate analysis, and other commercial activities for the projects.
- The position is responsible to assist in checking and certification payments to the contractors and consultants.

Job Responsibilities:
- Provide Quantity Surveying support related to the project(s).
- Assist the Senior Quantity Surveyor in all pre-and post-contract functions.
- Prepare/review Bills of Quantities promptly.
- Assist in verifying claims, payments, variations, addendum, extensions of time, and other contractual issues as per the Authority policies and guidelines for projects.
- Liaising with the Contract Department of the Client and other disciplines to resolve and close actions.
- Liaising with consultants/contractors and quantity surveyors.
- To continually seek and capture lessons learned from the cost, financial, and procurement processes and use this intelligence to alter the process, tools, and systems to improve the approach to delivering the projects.
- Provide contract administration for the allocated project(s).
- Provide cost reporting for the allocated project(s).
- Review and make recommendations on payments promptly.
- Track all commercial actions to ensure prompt completion.
- Attend all project meetings as required.
- Prepare progress reports to the Senior Quantity Surveyor as required.

Requirements

Required Skills and Competencies:
- Minimum 5 years of post-graduate experience.
- Experience in major infrastructure projects and/or programs. Preference will be given for roads, aviation, structures and/or rail experience.
- Contracts Management experience, including resolution of contractual matters.
- Working knowledge and experience in Design-Bid-Build and Design and Build Contracts.
- Working knowledge and experience in contract formation and administration.
- Ability to manage and administer pre and/or post-contract requirements within contractual time limits.
- Management of medium-sized multidisciplinary teams.
- Management of service delivery based on a framework involving numerous stakeholders (both internal and external).
- Working knowledge and experience with various Contract types including FIDIC and Government forms.
- Working knowledge of computer software applications related to Quantity Surveying and contract administration practice.

Mandatory Requirements:
- University degree from a recognized university in an appropriate field such as Quantity Surveying, Civil Engineering, Commercial Management, Construction Management, or equivalent.
- In-depth knowledge and experience of Client / Government processes and procedures.
- Client-side experience
- Excellent communication skills in English, written and spoken.
- Driver’s License.

Desirable requirements
- Professionally qualified in MRICS or equivalent is preferable.
- Master’s degree in a relevant field.
- Arabic language skills.
- Experience of working in Qatar or the Gulf region.
