Job description / Role
- Should have PMCM building construction experience.
- Will lead the procurement, contractual activities, draft & review contractual correspondence as required.
- Will assist the commercial team to provide high-quality service to comply with QPM's scope of service and best practices.
- Coordinate with the Project Director and the commercial team to establish client requirements and develop procurement strategies.
- Coordinate with the Project Director to compile, track, and monitor periodic cost reports, cost trend reports, and variance reports
- Establish best practices in the preparation of contract documents and tenders.
- Prepare cost-performance reports and maintain standard unit price costs based on actual performance.
- Provide advice to the client on contractual claims.
- Review and approve the compliance and validity of insurance policies, company guarantees, performance bond, and relevant documents construction licenses.
- Advise and make recommendations on all design changes that impact the project budget.
- Monitor, adjust, and update the cost management plan as per approved change requests.
- Prepare a change request where required and assess the cost effects of such a request on the construction budget.
- Ensure cost management plans are being adhered to through periodic cost performance review on cost baselines.
- Prepare project budgets and subsequent cost estimates, as well as cost management plans.
- Watch for threats and opportunities and take measures to achieve savings and greater value for the project by employing appropriate risk management strategies.
Requirements:
- More than 15. 7 Preferred, or Equivalent, highly experienced technical specialist who will provide expert advice on complex matters requiring international world-class expertise.
- Should be recognized as an authority on the technical subject.
- Numerical Program / Project Management, attention to detail, analytical and problem-solving, drive for excellence, People
Management, Communication, Business acumen, Negotiation, Leadership, Interpersonal and teaming, Cross-cultural sensitivity.
- Contracts law, Construction sector laws in GCC and globally, Tendering, bidding, and contracting (and contract Administration)
- Qatar Professional Services Agreements 1984 and 2010, FIDIC, RICS, JCT, POMI, Construction contracts (FFP, FP-EPA, CPIF, CPFF, etc)
