Job description / Role

Employment: Full Time

Tender and contract processes
• Prepare invitation letter in case of pre-qualification and/or short listing for tender issues at the project
• Assist with the preparation of tender documentation with guidance and assistance from relevant departments advising on the most suitable contracting strategy given the scope of work
• Prepare contract agreements with the most compatible legal and commercial terms
• Issue documents/contracts for review by Manager, Infrastructure Contracts
• Carry out and evaluate variations, change orders, or concession requests with the contractor
• Assist in preparing financial statements for the period of contract
• Undertake contract related processes and monitor contract progress
• Coordinate vendor payments with Finance, review and maintain paperwork related to vendor payments
• Schedule vendor payments in accordance to credit terms in the contract
• Schedule vendor payments per payment schedule in the contract
• Draft responses to tenders queries which relate specifically to contractual, commercial and financial aspects of the tender agreement

Tender evaluation
• Check tenders/contracts compliance with the tender/contract requirements and comment on any irregularities, omissions and qualifications
• Carry out contractual and commercial evaluation of tenders/proposals, including tender tabulation, highlight errors, inconsistencies and qualifications related to the scope of work, pricing and conditions of the contract
• Prepare the clarification correspondence and advise on technical acceptance of tenders
• Contribute towards the assessment of the equity of tenders received

Control mechanisms
• Monitor the work of the awarded contractor/consultant/stake holder by liaising with the respective department, to ensure compliance with the contract
• Take actions / escalate when the contact is not being adhered to
• Liaise with Legal , Finance departments with respect to standard legal and insurance terms to implement into contract agreements

Other
• Perform other duties and responsibilities as needed as well as determine and manage priorities with minimal guidance
• Prepare timely and accurate MIS statements and reports

Requirements

• Bachelor’s degree in Engineering or similar discipline
• At least 10 years of contract management experience, preferably with respect to Infrastructure Contracts
• Experience in awarding and managing contracts
• Knowledge of Infrastructure tendering and contracts processes – commercial, technical and legal
• Specific knowledge of local infrastructure contract laws and other applicable contractual terms
• Excellent communication and interpersonal management skills
• Excellent writing and drafting skills
• Any other related Contract certifications is advantageous
• Experience in GCC Countries.
