Job description / Role

Employment: Full Time

• This position shall provide forensic planning and delay analysis related to claims received for Project(s) within the Programme
• Support the Senior Contracts Specialists in delivery of their requirements
• Responsible for reviewing and recommending on extension of time impact on complex change requests and claims
• To assist programme analysis & tracking
• Ensure management progress reports are properly prepared that accurately reflect the actual progress of the projects
• To review and comment on bids and contract award recommendation reports
• To effectively monitor and analyze the project programme, identify trends and recommend corrective actions
• To identify, develop, and improve procedures and systems for the section and department
• To provide reports to the Program Delivery Leader and senior management within the company pertaining to construction aspects of projects and the program
• To evaluate Contractor’s extension of time requests and preparing recommendations to the management
• Work with project teams to establish the correct information in response to claims
• Review delay and disruption analysis in response to claims
• Prepare claim and counter- claim register including “cause and effect” of all events in claims logs
• Provide assistance and advice in the management of claims and disputes
• Prepare progress and recommendation reports as required
• Interprets contract provisions and manages process to resolve claims in accordance with Authority policies and guidelines
• Provide support on claims related to Projects
• Interface with the project teams to ensure timely resolution of claims
• Draft or review any contractual letters as required
• Review and provide recommendation on claims
• Administer the Supervision Consultant contract regarding claims; and to provide regular progress reports and elevate issues to the Authority

Requirements

• University degree from a recognized university in Engineering or equivalent. Master’s degree in a relevant field as an advantage
• Minimum 10 years of post-graduate experience
• Experience in major infrastructure projects or programs. Preference is given for roads, aviation, structures or rail experience
• Experience in working on latest planning tools and techniques
• Experience in risk management tools and techniques, e.g. Predict
• Experience in critical path and delay analysis techniques
• Proven advanced use of Primavera P3, P6, Excel, MS Office and other related Software
• Professionally qualified in PMP or equivalent is preferable
• Experience of working in Qatar or the Gulf region
• Excellent communication skills in English, written and spoken
• Arabic language skills
• Driver's License
