Job description / Role

Employment: Full Time

The Cost Control Manager will ensure that the projects are reporting their costs accurately and timeously as well as ensuring that the value of work done is claimed correctly and on time from the client. The Cost Control Manager will also be responsible for implementing commercial best practices to maximize value and to minimize risk and cost to ensure the maximum recovery of all contractual entitlements

Key Responsibilities:
- Review all costs in comparison with the project budget
- Manage all queries from the consultant /s and the client
- Be responsible for tracking the client payment
- Manage all contractual issues
- Review all project correspondence
- Manage all Sub-Contract Agreements
- Review all LPOs, Work Orders and cost commitments for contractual, commercial and cost issues
- Review and approve any Sub-Contract Variations
- Ensure analysis and understanding of the Project Contract and Scope
- Review and analyze actual/planned expenditure profile on monthly basis to client
- Continuously interface with Finance department to provide accurate cash flow forecasts and profit release as well as to obtain the actual cost expenditures
- Conduct reconciliation of forecasted and actual expenditures and the production of project accruals in conjunction with Finance
- Produce short and long term cash flow projections in a continuous and timely manner
- Ensure information is fed back to Estimating department during project execution and at project closing whenever needed
- Assist in budget development
- Review all commercial reports including Cost Value Reconciliations and cash flows before submission
- Work within the strict deadlines required under the Contract(s) and as required by BOTC Management
- Engage with the Project Managers in review of monthly and/or weekly cost and value forecasts to completion of the project(s)
- Assist and advise the Chief Operations Manager in ensuring timely issuing of all notices required under the Contract(s)
- Review all variations (changes) to the works in conjunction with other project team members and ensure all contractual notices and early warnings are submitted within the required timescales
- Review the existence of any “claim” and “extension of time” situations
- Endeavour to ensure that all contemporary records are kept by the project team members for use in supporting claims, extensions of time, and the evaluation of variations
- Ensure all aspects of subcontract procurement and payment are adhered to
- Support the tender processes and strategy as required on bids
- Provide commercial and financial feed-back to the Estimators
- Provide all cost/commercial information required under the Contract(s) (S-Curves, Forecasts, etc.)
- Provide sound commercial and contractual advice to the Project Managers and other team members
- Promote a team-working environment
- Proactively instill commercial awareness throughout the project team

Requirements

- Bachelor’s Degree in Cost Management, Project Management, Finance or Engineering
- Minimum 10 years of cost control experience utilizing Earned Value methodologies to analyze and report on project cost performance
- Broad experience of delivering Cost Control services for various types and size of project
- Technical knowledge of Cost Control applications and associated systems
- Ability to analyze project control requirements and assist management in the development of tools and processes to enhance overall effectiveness
- Strong communication skills.
