Job description / Role

Employment: Full Time

General Description:
This position will manage claims, cost, and/or provide commercial support in terms of quantum for allocated projects. The person will ensure that all targets are met and progress and value are delivered for the Client.

Responsibilities will vary depending on the specific role required, not all requirements below will be mandatory for these positions:
- Responsible for reviewing and recommending quantum on complex change requests and claims.
- Will assist with program analysis & tracking.
- Ensure management costs reports are properly prepared and that they accurately reflect the actual, and budget position of projects.
- Ensure the project work breakdown structure is regularly updated to reflect the budget and integrated cost report and cash flow.
- Analysing and reporting on consultants' and contractors' cost reports, cash flows, and monthly and weekly reports.
- Will evaluate the Contractor’s extension of time requests and prepare recommendations to the management.
- Experience in procurement management and tendering procedures.
- To review and comment on bids and contract to award recommendation reports.
- To effectively monitor and analyze the project cost, identify trends and recommend corrective actions.
- To identify, develop, and improve procedures and systems for the section, department, and Client.
- To provide reports to senior management within the Client about the construction aspects of projects and the program.
- Responsible for assisting with delay/disruption analysis impact on complex change requests and claims and where necessary preparing quantum.
- Work with project teams to establish the correct information in response to claims, reports, and presentations.
- Review delay and disruption analysis in response to claims.
- Prepare claim and counter-claim register including “cause and effect” of all events in claims logs.
- Provide assistance and advice in regard to the management of claims and disputes.
- Prepare progress and recommendation reports as required.

Requirements

Required Skills and Competencies:
- Minimum of 15 years post-graduate experience in major infrastructure projects or programs and experience with roads, aviation, structures or rail is preferable.
- Demonstrable record in the delivery of large multidisciplinary projects.
- In-depth knowledge of dealing with project claims and other contractual matters.
- A “rounded profile” that is comfortable with commercial and technical requirements (the successful candidate will also be able to mobilize people and teams and by their leadership skills lead teams and secure successful deliverables).
- Effective in building good working relationships within complex structures, both internally and with various project stakeholders.

Mandatory Requirements:
- University degree from a recognized University in an appropriate field such as Project Management, Commercial Management, Civil Engineering Construction Management, or equivalent.
- Client-side experience.
- In-depth knowledge and experience of Ashghal/Government processes and procedures.
- Excellent communication skills in English, written and spoken.

Desirable requirements
- Professionally qualified in MRICS or equivalent is preferable.
- Master’s degree in a relevant field.
- Arabic language skills.
- Experience working in Qatar or the Gulf region.
- Driving Licence.
