Louis Berger has recently been awarded the construction supervision services for three FIFA-compliant stadiums, precincts, and 41 training facilities across Qatar. The project will include the Lusail Iconic Stadium, which will have seating capacity for more than 80,000 fans and will host the opening and closing ceremonies, along with final matches. Due to the magnitude of the project we will be seeking HSE Engineer to be part of this iconic project.

Duties and Responsibilities not limited to:
• Ensure effective implementation of the health and safety responsibilities of LB;
• Monitor execution of responsibilities of Health and Safety Consultants;
• Advise and assist all appropriate managers/ discipline engineers in discharging their responsibilities for health and safety of employees and others to whom they have a duty of care;
• Be aware of the requirements of health, safety and environmental legislation, particularly Qatari Labour Law, QCS 2014, Ministerial Orders relating to safety, as well as SC Health & Safety and welfare standards;
• Advise management and employees of their responsibilities under the policies, manuals, procedures and current legislation;
• Prepare CSC’s Health & Safety Management Plan and other procedures required;
• Conducts health & safety on-boarding session with appointed contractor;
• Organize weekly site management walk/ inspection and chairs weekly HSE meeting;
• Review Contractor’s document submittals, e.g. Health & Safety Plan, RAMS, Emergency Response Plan, and other health and safety related document submittals.;
• Make regular visits to premises and sites and report performance and action plans required;
• Conduct periodical health & safety management audits;
• Undertake performance monitoring within the programme to determine compliance with relevant policies and processes;
• Ensure investigation of accidents, dangerous occurrences and environmental incidents, analyse accident data and reports, recommend and promote action at development level to prevent recurrence;
• Advise PMCM and/or Contractor(s) on areas of non-compliance and agree actions and time scales;
• Promote the safety moment at all formal meetings (5 or more attendees);
• Represent his/her area of responsibility at the appropriate health and safety meetings;
• Provide reports on health & safety performance of project to relevant managers;
• Liaise with PMCM and SC and other external organizations on health & safety, identify best practice where appropriate and adopt it onto the development.

Requirements

• Minimum Bachelor's Degree holder or equivalent
• NEBOSH Diploma (or equivalent) preferred
• Must posses NEBOSH Certificate (or equivalent)
• Holder of IOSH, IIRSM, CSP (or similar) certificates preferred
• Strong written and oral communication skills a must
• Minimum of 12 years experience in the field of Health & Safety
• Previous similar experience
• Experience in Middle East required
• Must have at least prior experience in working on Major Projects
• Experience in development of sports facilities and precincts is an added advantage;
• Onsite experience in supervising construction activities with a large workforce
