Job description / Role

Employment: Full Time

Based in Qatar, our client is a leading contracting company. It was founded back in 1976, they are well known form many projects such as commercial and housing complexes, medical facilities, infrastructure and sports arena.

1. Discuss and obtain approval of the General Manager for selected and potential Tender prospects which covers the Construction of buildings, towers, commercial complex, residential housing units or infrastructure and road works through issued Tender invitations from the Government and / or Private Sector

2. Assign the Team for each Tender; conduct proper planning and implementation of Estimating or Costing strategy for received/published Tender invitations in consideration of the kind or type of tender, consistency verification, schedule or timetable, review of received quotations and consolidation of Technical information and other supporting data

3. Manage efficient and improved performance of the Team by utilizing Updated Estimation Software

4. Conduct Scheduled Pre-Bid Submission Meeting with the Management & appointed Project Managers:

First Meeting:

Pre-Contract and Technical matters discussion regarding the scope of works, duration & penalty, document discrepancies, specialist works, submission requirements, clarifications & other related technical matters.

Second Meeting (Attended preferably by M&E Sub-Contractors):

Preliminary Financial / Cost discussion, Specialist Sub-Contractors source of Quotations /
PVL, Alternative
Offer, Extension of Tender Submission, requirements
Final Meeting:
Final Bid Price discussion with the Managing Director, General Manager and Operations Manager.

5. Supervise the team in the preparation and submission of Bid Documents including the price applications to BOQ
(Commercial Offer), technical requirements or supporting data submission (Technical Offer) and final checking, reproduction and sealing of bid documents

6. Verify and approve all correspondences, submissions and reports which are both incoming and outgoing

7. Endorse or handover to the Operations Manager all tender Documents including Circular, Quantity Take-offs, quotations received, price breakdown, etc. upon receipt of confirmed Letter of Award from the Client

8. Maintain close coordination with the Procurement, Cost control, Purchasing and planning for updated Database

9. Monitor, observe and assess the work performance of all staff in the Tender Department through the periodic

Performance Evaluation

10. Lead the department in complying with the Policies and Procedures of the company (HR, QHSE, and IMS-ISO), and that of the state (Qatar Labour Law and Qatar Ministries); and provide consultation and/or oral reprimand in the event of non-compliance, depending on the committed infraction

11. Carry out additional related duties, functions and appointments as advised by the manager being reported to.

Requirements

- Minimum of 10 years’ experience, with at least 3 years in Tender/Estimation Department

- Management, 4 years estimation, and 3 years Civil or Field Engineering and Supervision especially in a General Contracting Company in the GCC.

- Bachelor of Science in Civil Engineering or in Architectural Engineering
