Primary Responsibilities
- Prepare and supervise cost estimates in accordance with the approved procedures to cover the following project phases;

i. concept selection and FEED,
ii. engineering, project management, procurement,
iii. fabrication, transport, installation, construction,
iv. hook-up & commissioning, and abandonment
- Compare estimates for alternative solutions and provide input to selection of the adopted option.
- Develop procedures for the preparation of estimates for modifications and additions to the onshore and offshore facility.
- Develop scopes of work for subcontractors and RFP packages
- Review all aspects of the RFP documents
- Participate in kick-off meetings with project team and progress meetings throughout bid stages.
- Coordinate with subcontractors to understand the scope of work.
- Develop a basis of estimate - Lump Sum, Target Price, Unit Rates.
- Create or modify templates to build pricing.
- Research work locations for local subcontractors within the area and build relationships.
- Support subcontractor technical clarifications during the bid cycle.
- Support subcontractor bid evaluations and make recommendations to the Lead Estimator.
- Liaise with Lead Estimator, Project Manager, and Project Controls to present key elements of the estimate which will influence the development of a bid schedule and project execution plan that is accurate, achievable, and meets owner's requirements.
- Liaise with Engineering Leads/Project Engineers to ensure incorporate of modification and additions into the overall estimate for all phases of the work.
- Develop Clarifications pertaining to Worley work - review subcontractor's exceptions and exclusions.
- Gather all information for the project team for the development of Proposal bid package.
- Develop a Request for Information document to be sent to the client contact.
- Monitor the deadlines of the Bid and identify and resolve areas where the deadline may be breached.
- Coordinate with subcontractors, vendors, etc. to provide input in a timely fashion to ensure the bids are completed and delivered to the Client on time.
- Support quantity checks at a summary level for other aspects of the estimate.

Quality
- Work within the provisions and guidelines of the Quality Assurance systems.

HSE
- Responsible for personal safety and working within the Occupational Health & Safety procedures
- Competent in implementing HSE in the design process, focuses on process safety and strives to use best practice

Requirements

Industry Specific Experience:
- Minimum 8 years planning/cost control experience within the oil and gas industry, of which at least 8 years must be as a Project Controls Engineer for an offshore/onshore projects.
- Minimum of 5-year experience in Planning and Scheduling of brown field projects in operating plants. Proficiency and skills in review and commenting on PEP developed by contractors.
- Experience in cost control, cost estimating, project scheduling and risk management with associated alignment of these disciplines.

Education - Qualifications, Accreditation, Training:
- Full-Time Bachelor's Degree in Engineering from an accredited university
- MME (Ministry of Municipality and Environment) engineering accreditation is a mandatory requirement. Candidates not holding this accreditation must be willing to achieve this within the probationary period.
