Job description / Role
General Description:
• Financial advisory role for the delivery of Public Private Partnership (PPP) projects.
• Overarching responsibility for Public Private Partnership (PPP) projects development activities, pre-qualification, and PPP tending processes.
Job Responsibilities:
• Responsible for drafting bidding documents and relevant legal agreements.
• To identify key legal and regulatory risks for the Public Private Partnership (PPP) projects.
• Responsible for conducting financial due diligence, financial analysis for the given options, assessing payment viability, analysis of the procurement methods, analysis of risk and mitigation, identifying potential developers for the market testing, and carrying out market-sounding exercises.
• To conduct viability assessments, financial analysis for the procurement options, financial modelling for the proposed options, value for money analysis, development of payment mechanism, value for money assessment PPP project structuring, etc.
• To develop a high-level financial forecast by integrating the cost estimates from the technical adviser.
• Responsible for the preparation of market studies, expression of interest, request for qualification and bid documents, the prequalification process, tendering process and bid evaluation.
• To prepare the evaluation criteria, scoring methodology, and procurement processes to be agreed with the authority.
• To coordinate and facilitate all workshops related to preparing the tender documents.
• To prepare responses for all the financial clarifications and compile and prepare formal responses to clarifications.
• To participate in the financial evaluation of the commercial submissions.
• To raise financial post-tender clarifications for each bidder as necessary.
• To participate in the negotiations with the preferred bidder to achieve financial closure.
• To manage key customer and stakeholder relationships.
• To provide guidance and direction to the team for the purpose of achieving assignment objectives.
• To provide support to the authority’s Public Private Partnership (PPP) team where required.

Requirements:
Mandatory Requirements:
• University degree in a relevant field, this may include but is not limited to: Project Management, Commerce, Economics, Business Administration, engineering, or equivalent obtained from universities identified in the World Higher Education Database (WHED) published by the International Association of Universities.
• More than 15 years of practical and relevant experience since obtaining the educational qualifications specified, with a minimum of 7 years’ specialised experience in transaction advisory and Public Private Partnerships (PPPs).
• Minimum of 7 years of experience working in North America, W. Europe, UK, Australia or New Zealand or an equivalent developed country or GCC.
• Minimum 7 years of experience with roles similar to the proposed role.
• Experience in project development and procurement activities of multiple Public Private Partnership (PPP) projects and in- depth knowledge of PPP procedures and processes.
• Experience in PPP structuring, financial analysis/modelling, project finance, commercial/financial due diligence, tender process management, and project monitoring and evaluation.
• Demonstrable track record in the delivery of large Public Private Partnership (PPP) projects.
• Ability to make impartial priority calls and determine appropriate course of action, dealing with many different stakeholder views.
• Must have excellent skills in preparing reports, drafting letters, and making presentations to senior management and senior representatives of stakeholder organisations.
• Must have excellent communication skills in English, written and spoken.
Desirable requirements:
• Master’s degree in a relevant field.
• Highly desirable to have Chartership, Licensed or Professional Certification obtained from internationally recognized professional institutions or organizations.
• Highly desirable to have Arabic language skills.
• Highly desirable to have experience in Qatar and/or the Gulf region.
