Employment: Full Time

Primary Purpose of the Position:
• Responsible for overseeing the administration, programs and strategic plan of Safety Management Services (Fire Safety Department).
• Executive Director shall develop and implement fire and life safety management strategies aiming to promote the organization's goals and objectives; manage an effective team of leaders by providing guidance and coaching to subordinate managers; lead and motivate staff to ensure adherence of the organization's daily activities and long-term plans that follow established policies and legal guidelines while understanding the organization's financial and non-financial position by working with corporate partners such as Human Resources, Security, Employee Relations, Legal, and other business unit leadership.
• In addition, the Executive Director (Fire and Life Safety Management) is responsible for protection of patients, staff, visitors and properties pertaining to fire and life safety in conjunction with establishing procedures in compliance with local and international fire and life safety regulations.

Principal Accountabilities:
• Demonstrate knowledge- and application of the CLIENT mission, vision, and values.
• Maintain Fire and Life Safety management programs in line with corporate objectives.
• Plan, organize and manage the annual programs for verification of compliance with local and international standards.
• Thinks strategically with a safety point of view and understand the probable impact of management decision on the organization.
• Review the overall plan and strategy of Fire and Life Safety department which consists of fire, life and general safety and implement across CLIENT.
• Provide regular reports to all relevant higher authority on current position of Safety Management Services.
• Maintain up-to-date knowledge of changes in legislation and guidance related to fire and life safety to apply it in CLIENT.
• Maintain standards of personnel training and knowledge by Continuous Professional Development (CPO).
• Ensure that all CLIENT staff included in CPD for fire and life safety.
• Provide adequate training resources to comply with JCI requirements.
• Liaise with QCDO in Qatar in applying the fire and life safety regulations.
• Chair the Corporate Safety Committee and assist facility safety committees that will assist with the development of all fire, life and general safety policies and programs and with implementation of these policies within all CLIENT workplace.
• Ensures fiscal integrity through the implementation of an operational budget in consistent with the overall strategic plan.
• Establishes a program for general awareness for fire and life safety.
• Plan, organize and manage the annual programs for verification of compliance with local and international standards.
• Review the overall plan and strategy of Fire and Safety department which consists of fire, life safety and general safety and implement across CLIENT.
• Provide regular reports to all relevant higher authority on current position of Safety Management Services.
• Implement life safety measures across CLIENT in accordance with NFPA 101.
• Maintain up-ta-date knowledge of changes in legislation and guidance related NFPA101.
• Provide training and awareness to all staff on life safety measures in CLIENT.
• Liaise with hospital administration and ensure compliance to their requirements.
• Liaise with QCDO in Qatar in applying the life safety regulations in coordination with Executive Director (Fire and Safety Management).
• Ensure departmental budget is prepared in consultation with the counter parts in the department.
• Actively participates in committees, meetings as assigned.
• Complies with CLIENT policies and procedures.
• Perform other related duties--and assignments as directed.

Requirements

Qualifications and Experience:
• Shall have either Category A or Category B Qualifications and Experience

Category A:
• A minimum of 5 years of management experience leading a department or teams of personnel responsible for fire safety or occupational health services.
• Licensed/Registered Professional Engineer (P.E.) who has passed the Fire Protection Engineering examination administered by the National Council of Examiners for Engineering and Surveying (NCEES) and has a minimum of four (4) years of cumulative health care related experience designing, surveying, and providing consulting services related to all facets of fire protection systems (fire alarm, firefighting/suppression, and smoke control HVAC), and life safety (NFPA 101), based on the applicable NFPA codes and standards.

Category B:
• A minimum of 5 years of management experience leading a department or teams of personnel responsible for fire safety or occupational health services.
• Other than F.P.E. Licensed/Registered Professional Engineer (P.E.) who has a minimum of six (6) years of cumulative health care related experience designing, surveying, and providing consulting services related to all facets of fire protection systems (fire alarm, firefighting/suppression, and smoke control/HVAC), and life safety (NFPA 101), based on the applicable NFPA codes and standards.

Skills:
• Possesses excellent leadership skills and ability to lead, supervise and motivate a team of staff. Have excellent planning, decision making, problem solving and organizational skills.
• Must have thorough knowledge of industry international standards, and ability to interpret for specific application within sphere of relevant disciplines.
• Communication & negotiating skills as well as an ability to work in a multicultural team environment must be well developed and proven.
• Independence:
• Works within the framework of approved corporate policies, procedures and standards, while exercising a high 'degree of -independence in selecting methodologies to perform the responsibilities and tasks and in providing expert advice on a wide variety of technical issues.

Problem Solving:
• Evaluate and provide solutions for particular, critical technical issues.
• Review and recommend resolution of particularly complex and non-routine problems, or provide viable alternatives.
• Identify risks and anticipated problem to projects, and propose mitigating solutions and actions.
• Review and critically assess a range of options for a given problem, and recommend one acceptable technical solution from a range of options.
