Job description / Role

Employment: Full Time

Strategy/Organisational Development
• Implement corporate organizational effectiveness interventions to support the achievement of corporate strategy
• Implement the organizational development strategy to ensure continuous improvement through culture change and workforce planning and that Business Units are equipped to meet the Group’s objectives
• Produce organizational strategy and plans to meet training and development needs, and manage training delivery, measurement and follow-up

Policies and Procedures
• Review and update all HR policies and procedures on an annual basis
• Ensure HR policies comply with the State of Qatar statutory requirements
• Monitor "best practice" to meet Artan's requirements through ongoing development and review of all HR policies and procedures

Remuneration and Benefits
• Proactively maintain Artan's competitiveness within the industry sectors by ongoing research into remuneration trends and practices; monitor Artan's competitiveness in relation to those trends and make recommendations to address any significant deviation from the Group’s competitive position
• Develop, implement and maintain a Total Reward policy incorporating employee benefits, salary structures, bonus payments, and recognition and reward
• Engage in Annual Benchmark exercises and make recommendations to the Executive Committee based on results.

Talent Management
• Assess relevant training needs for employees in consultation with departmental heads, including assessment methods and measurement systems.
• Develop, implement and manage the training agenda in line with business requirements.
• Identify and select external training providers necessary to deliver required training to required standards.
• Organize training venues, logistics, transport, accommodation as required, to achieve efficient training attendance and delivery.
• Plan and deliver training courses where necessary to compliment that provided externally or internally by others.
• Ensure all internal training activities and materials meet with relevant health and safety, employment and equality laws.
• Provide management information reports which measure effectiveness of learning and development activities in line with KPI's
• Initiate and facilitate Artan's succession planning program in conjunction with Line Managers; arrange planning discussions, formulate agreed succession plans and review plans annually
• Identify and develop career paths for regular and high potential employees; link to the performance management process in order to ensure employee potential is managed successfully.

Job Descriptions, Analysis and Evaluation
• Manage the development of Job Descriptions for all new positions within the organisation, analysing the skills and results required in conjunction with hiring managers.
• Provide expertise in the area of Job Analysis and Job Evaluation to establish position in the Pay and Grading structure of the Group.
• Co-ordinate the evaluation of positions through internal methods and/or external consultants.
• Proactive maintenance and revision of Artan’s Job Descriptions on an annual basis in conjunction with job holders and line managers

Performance Management
• Manage the Human Resource performance management process.
• Ensure all employees are informed of and trained in the application of the performance management model and system.
• Monitor, evaluate and report to the Executive Committee on anomalies in appraisals/results.
• Consult with line management on employee performance concerns.
• Conducts needs assessments to determine measures required to enhance employee job performance and overall corporate performance
• Ensure performance appraisals for subordinates are undertaken at regular intervals and development needs addressed.
Budget and Cost Management
• Develop and manage an HR functional budget ensuring costs are kept within approved limits
• Drive HR related cost savings through strict management of the HR budget
• Plan departmental training budgets in conjunction with Line Managers, forecast costs and project numbers as required by planning and budgeting systems.

Employee Relations
• Ensure the HRIS is managed and kept updated
• Proactively address employees' concerns to prevent any form of industrial action (covert or overt) before it escalates causing a disruption in the workplace.
• Provide guidance, expertise and arbitration (where required) to Line Managers in relation to employee grievances.
• Ensure resignations and terminations are managed with speed and accuracy
• Ensure exit interviews are conducted for all staff leaving Artan.
Recruitment and Selection
• Develop and implement a policy and procedure to attract, retain and motivate staff.
• Manage the recruitment process ensuring candidates joining Artan fit the job they have been recruited for
• Coordinate and manage the onboarding of new employees
• Develop and implement a comprehensive interview process including behavioral interviewing techniques
• Coach Line Managers in effective interviewing skills
• Ensure probation reviews are conducted at 30, 60 and 90 days, and assess suitability for permanent employment
Change Management
• Investigate, recommend and lead programs aimed at improving employee morale.
• Analyse current organisational effectiveness and lead organizational change initiatives through a structured change management framework

Requirements

• A Bachelors degree from an accredited University is essential
• A Masters degree from an accredited University (ideally specializing in HR) and/or a professional HR qualification is preferred
• A professional qualification from the Chartered Institute of Personnel & Development (CIPD) is desirable.
• Minimum of six (6) years at a management level is required
• Open and approachable management style.
