We are looking for a Handover Manager to work on one of our major road and drainage projects in Qatar.

Role Summary:
To provide expertise, experience and project management oversight of the handover of projects in line with our clients gateway process. To support existing Construction Supervision Teams through coordination of handover activity during the construction period and to directly manage project handover post Practical Completion when projects are formally transitioned to the Handover Manager.

Role Responsibilities:
• Provide day to day direction, setting to work, performance monitoring and management support to the Handover Team on defined projects
• Provide expert input and project management support to Senior Resident Engineers and Supervision staff as projects approach Practical Completion
• Arrange and chair a formal meeting to agree timeline for transition from SRE to Handover Manager
• Facilitate and participate in regular Handover Progress meeting on the projects.
• Ensure that project data and records are archived in accordance with the Clients and Company procedures.
• Ensure robust safety management arrangements are implemented during any handover activities.
• Provide subject matter expertise in all relevant technical matters relating to the handover and close out of projects and support the decision making process appropriately.
• Ensure handover proceeds in line with Asset Affairs Handover Procedural Document and QCS 2014 requirements
• Ensure that assets are acceptable to the end user and other Stakeholders.
• Manage the planning and implementation of structured project completion, close-out and hand-over efforts, including adherence to the PWA Gateway Process to ensure all required approvals and handover documentation are in place prior to recommending the issuance of the Completion Certificate and the Maintenance Certificate.
• Liaise with PWA Asset Affairs, other stakeholder, PMC and contractors on a regular basis and build relationships in parallel with maintaining compliance with formal communication routes adopted by the Supervision Consultant.

Relationships:
• SRE's and RE's to facilitate project handover.
• Contractor’s management team to enable efficient project handover.
• PMC Handover Manager to coordinate and expedite early handover of projects.
• PMC Site Construction Manager/Engineer in the resolution of project handover issues.
• PWA Assets Affairs O&M Departments to facilitate project handover.
• Other Stakeholders to facilitate project handover.

Requirements

• Must have a Bachelor’s Degree (Engineering)
• Minimum of twenty (20) years postgraduate experience
• Minimum of seven (7) years experience in major road/drainage/utility project design or construction
• Minimum of seven (7) years experience in in-ground infrastructure construction contract administration
• Minimum of three (3) years experience in handover of major infrastructure construction
• Knowledge of QCS, PWA Assets Affairs Project Handover Procedure and/or international handover procedures
