Job description / Role

Employment: Full Time

- To oversee and direct the activities of the Learning, Development & Qatarization Section in QM by developing Learning, Development and Qatarization strategies with the objective of ensuring leaders have the right skill set to lead the business, and that the potential of the workforce is maximized in order to deliver QM’s business strategy.
- Contributes to the strategy development and implementation for the Human Capital Department
- Works with direct reports to identify and establish medium to short term strategic priorities and targets, in line with QM’s policies and guidelines and ensures their successful execution
- Champions initiatives that enables maximum output that fully contributes to the delivery of department goals
- Leads policies and procedures review to identify areas of improvement within own Section and recommends changes leading to best-practice operations and compliance with legislative standards and guidelines
- Provides Senior Management with regular reports with analysis and comments on performance and results
- Formulates, communicates and oversees full implementation of talent development programs in QM
- Oversees the Learning and Development budget and program to provide a motivating mix of solutions to employees, including formal learning, self-help resources and coaching/mentoring initiatives
- Oversees the development and implementation of a QM wide learning and development curriculum to enhance effectiveness of individuals and team through instructor-led courses or distance educational opportunities
- Ensures the quality of content of all learning and development programs to ensure alignment with business requirements and desired development plans
- Analyzes outputs from the Performance Management process to ensure learning and development solutions are put into place in line with QM’s overall business strategy
- Oversees the implementation and maintenance of an effective performance management system that identifies and continually raises employee performance levels through the integration of individual performance objectives with departmental performance and organizational key performance indicators
- Ensures the implementation of an effective reward and recognition system that recognizes behaviors and skills that advance QM’s vision and links performance and reward
- Ensures initiatives are in place to track the progress of identified ‘high potential employees’ as they progress throughout the course of their development programs
- Provides coaching support to identified leaders or high potential professionals within business units
- Determines the roadmap of career planning and develops appropriate tools to support this plan
- Identifies mission critical roles and key career paths and designs and implements effective leadership development programs within QM
- Works with the Workforce and Planning Section to influence manpower planning in order to ensure effective talent management and succession planning
- Implements future leadership assessment processes to identify potential at all levels within QM
- Develops Qatarization programs to enable QM to attract local talent and to develop talent over time to take on meaningful roles within QMA in order to advance the achievement of QM’s goals and increase the commitment and contribution of employees
- Leads the development and implementation of all graduate programs, scholarships and internships for Qatari Nationals
- Provides input on budget requirements for Qatari National scholarship and development programs
- Motivates staff and empowers direct reports by providing the necessary tools and support required to meet Department goals
- Establishes clear direction, prioritizes tasks, assigns and delegates responsibility; monitors individual performance, provides regular feedback and takes prompt action where necessary
- Builds opportunities for staff to suggest, participate in and contribute to improvement, innovation and knowledge sharing initiatives
- Provides guidance and ensures staff comply with QM’s policies, processes, practices and systems

Requirements

Knowledge of principles and practices of HR including:
- Performance management processes and systems
- Career development processes and systems
- Ability to work with management to align learning/leadership development with succession planning initiatives
- Knowledge of Talent Development strategies, tools and processes

- Broad knowledge of market trends and best practice in these areas
- Bachelor’s Degree in Business Administration / Human Resources or related field
- Masters in Human Resource Management or Business Administration / certification from a recognized HR Association is preferred
- A minimum of 8 years relevant experience in a HR management role. Experience in a museum or related educational organization is a plus.

The QM was created in December 2005 to combine the resources of all museums in the country and to further develop their capacity for collection and preservation of historic objects.
