The Head of Real Estate Development will assume full accountability for project strategy, development execution, sales performance, and stakeholder coordination while ensuring projects deliver on quality, timeline, and profitability objectives in alignment with Qatar's dynamic real estate market.
Core Responsibilities:
Strategic Planning & Commercial Management
• Lead feasibility studies and market analysis to evaluate development opportunities and investment potential
• Develop land acquisition strategies with comprehensive site evaluations and due diligence
• Establish project development strategies balancing market demand, financial returns, and risk management
• Set pricing strategies and unit mix that optimize revenue while maintaining market competitiveness
• Implement sales strategies for both off-plan and completed properties, establishing release schedules to maximize absorption
• Drive value engineering initiatives and cost control measures to enhance project margins
• Oversee revenue forecasting, cash flow management, and commercial performance tracking
Project Execution & Delivery
• Oversee projects from initial design through construction completion and handover
• Manage relationships with consultants including architects, engineers, planners, and quantity surveyors
• Coordinate contractor selection, contract negotiation, and performance management
• Ensure projects meet quality standards, timeline commitments, and budget parameters
• Implement quality assurance protocols and construction progress monitoring
• Manage project variations, claims, and commercial negotiations
Stakeholder Management & Compliance
• Lead cross-functional collaboration with sales, marketing, legal, finance, and operations teams
• Serve as primary interface with government authorities for approvals, permits, and regulatory compliance
• Manage relationships with financial institutions, investors, and strategic partners
• Identify and mitigate project risks across development, construction, and sales phases
• Ensure compliance with Qatar's real estate regulations, building codes, and planning requirements
Requirements:
Education & Experience
• Bachelor's degree in Civil Engineering, Architecture, Construction Management, or Real Estate Development; Master's degree (MBA or Real Estate) highly preferred
• 12-15 years of progressive real estate development experience with 5-7 years in senior management roles
• Demonstrated success delivering residential, commercial, or mixed-use developments
• Proven track record in Qatar or GCC markets with deep understanding of local development processes and regulatory frameworks
• Significant experience managing both off-plan sales and completed property transactions
• Background managing development teams of 20+ professionals plus external consultants and contractors
Technical Knowledge
• Comprehensive understanding of development feasibility including land valuation, construction costs, and financial modeling
• Deep knowledge of construction methodologies, value engineering, and cost optimization strategies
• Understanding of real estate finance, property marketing, and sales strategies
• Familiarity with architectural design, MEP systems, and infrastructure coordination
Market Requirements
• Fluency in Arabic and English (written and spoken) is mandatory
• Arabic-speaking candidates with established relationships in Qatar's real estate and government sectors strongly preferred
• Deep understanding of Qatar's regulatory environment including planning approvals and building permits
• Established professional network within Qatar's development community and government authorities
Preferred Qualifications
• Project Management Professional (PMP) or RICS membership
• Track record delivering landmark developments in Qatar
• Experience with mixed-use or complex multi-phase developments
• Background in sustainable building practices and green certifications
