Job description / Role

Employment: Full Time

A well-known organization based in Qatar is currently looking for a Head of Recruitment and Mobilization.

• Oversees manpower planning, recruitment and mobilization
• Acts as HR Business Partner of Directors and Heads for their manpower and recruitment requests.
• Developing manpower workforce plan for Museums and support department cross Organization
• Build recruitment campaigns and associated budgets.
• Designs recruitment programs and processes
• Create recruitment strategies’ to attract highly skilled employee.
• Formulates different Policies and Procedures for Human Capital Department in coordination with the HC Director and Heads of Sections.
• Reviews and edits job description and job specification for the Operations Division and Strategic
• Planning Division in accordance to Qatar government's Civil Human Resources Law and its executive regulations, job family and HR Pay Scale.
• Analyzes and reviews manpower requests as per requesting department's organization chart, fiscal HR budget and job description.
• Ensure highly specialist advice is given to the management in relation to workforce planning methods, working collaboratively with operational Human Capital Team to devise effective solutions to workforce challenges which support national and local initiatives and processes.
• Ensures organization charts and job descriptions are up-to-date and in line with manpower requirements
• Assists senior management to allocate human resources in order to meet short and long term objectives
• Collects employee demographics, analyzes trends (including staff productivity and attrition rates) needed to make business decisions
• Performs 360 degrees cycle of international and local recruitment for consultant and permanent positions in all grade levels from manpower request to new hire's probation feedback.
• Formulates and negotiates Employment Offers and Employment Contracts.
• Performs full mobilization of international and local hires, including first day orientation.
• Updates Career Page for job opportunities, interns and volunteers.
• Provides trainings to recruitment team to enhance their recruitment analysis.
• Provides both regular and ad-hoc reports as requested.

Requirements

• Candidates must have significant Qatar experience
• At least 5 to 6 years of experience in HR and/or Recruitment
• Strong track record in recruitment
• University Degree Holder
• Excellent written and verbal communication skills
• Excellent level of spoken English
• Experience of using innovative sourcing methods to identify candidates
• Demonstrate previous experience of delivering full life cycle recruitment
• Ability to identify, interpret and understand client and candidate requirements
