Job description / Role

Employment: Full Time

The HR Manager is responsible for managing and handling full spectrum of Human Resource activities while achieving the Company’s overall strategic and financial objectives.

Responsibilities

Duties and Responsibilities:

Recruitment:
• Strategize the Recruitment, competencies, and skills requirements for the right talent acquisition in liaison with department heads to meet the business objectives
• Designs the selection matrix for choosing the optimum recruitment channel and cost-effective recruitment sources
• Builds a quality vendor relationship with the local and international recruitment agencies
• Expertise in digital media recruitments (Linkedin.com, Indeed.com, bayt.com, gulftalent.com & naukrigulf.com, Facebook, Instagram etc.,)
• Constantly review and reduces the costs of the recruitment expenses without sacrificing the quality standards
• Job posting, Screening, Shortlisting, and interviewing for the required positions in the organization and ensuring
all the positions are filled within the stipulated duration
• Offer letters, staff ‘s (medical, Biometric, employment contract and RP processes) QVC & non-QVC in liaison with PRO
• Monitors the labor legislation and implements required changes to keep the process compliant
• Manpower planning in liaison with the department heads.

Compensation and Benefits/ Payroll management:
• Job Analysis (Developing job description and specification) in liaison with the Line Managers
• Design, implement and monitoring the compensation and benefits in line with the company policy and market (Grading structure)
• Annual salary surveys (via – Market research, benchmark)
• Review, verify and approve (WPS) the monthly Payroll and other supporting reports
• Employee medical insurance management (Price and benefits negotiation (Quotes), New enroll, deletion, amendments, claims etc.,) including market comparison.

Policy and Procedures:
• Developing HR Policy and procedures for best practices
• Revision of existing policies according to the requirements
• Educating the line managers/staff about the company policies and procedures to ensuring the maximum compliance

HR Budget:
• Preparing and reviewing the new budget (Direct and indirect costs, other benefits, Manpower planning, business travel, OT etc.;)
• Budget Presentation (including ad hoc reports) to the Top management (Annual and Quarters)

Performance Management:
• Initiating/Supporting the Annual Performance cycle by advising the Line managers
• Playing a vital role in setting up KPIs and appraisal meetings
• Ensuring the performance management policy & procedures are followed during the appraisals
• Gathering appraisal documents and preparing consolidated report for management perusal with the HR recommendation (increments, bonus, promotion, termination etc.,)

Training and development:
• Design (internal/outsource) and implement the Training plan for the existing/new recruit in liaise with the department heads (Training need analysis)
• Monitoring and evaluating the Training effectiveness (via – Feedback survey & evaluation reports)
• Succession planning by identifying the right talents and gaps in the departments

HR Auditing:
• Routine HR auditing (i.e. – Staff attendance, Overtime, HSE at Site & showrooms ensuring policy compliance)
• Preparation of Quarterly, Annual Audit plans and reports to the top management

Employee Relations:
• Point of contact for all the staff related queries and demands to bridge the gap between employer and employee
• New staff on boarding process (Induction program)
• Employee handbook and welcome kit management for the new hires (Realistic Job preview)
• Employee wellbeing, motivation programs, grievances, and conflicts management
• Monitoring late attendances, egregious violations and taking disciplinary actions according to the Qatar labor law & company policy in a highly confidential manner
• Annual employee engagement and satisfaction surveys

HRIS & Reports:
• Supporting and advising the IT (ERP) to automate HR process (such as Leave, Loan, School fee, medical reimbursements etc.)
• Testing, verifying, and advising if any amendments require in the process flow
• Keeping up all the staff data and provisions up to date
• Preparing and presenting the monthly complete HR reports (Recruitments, visas, OT, staff turnover, grievances, Leaves etc.,) to the Top Management

Immigration/Residence:
• Administering the PROs in related to the employee (new/renewal – Business/Work Visas, visa transfers, medical, fingerprints, Contracts, QID, cancellation, exits etc.,)
• Achieving the set target date completions without any delays and penalties
• Group level visa bank management
• Company legal documents management (New, renewals, cancellation etc.,)
• Represent the company for the labor disputes in ministries
• Accessing (QVC, Hukoomi, Metrash, CEID, NAS, etc.,)

Exit/Separation management:
• Resignation/Termination process management
• Conducting exit interviews
• Gathering written feedback from the staff for annual staff turnover analysis and report
• Exit check list verification, Visa cancellation and completion of smooth staff exit process (EOSB etc.,)

Other duties:
• Staff accommodation management – complete cycle (from entry to exit)
• Staff travel management (visa, air tickets, hotel, travel insurance etc.,) for new recruits, leavers & business trips etc.,
• Responsible for monitoring and ensuring that all contracts and personnel files are kept up to date and all changes are made with immediate effect. (Both Hard and Soft copies)
• HR monthly reports to the management
• Responsible for ensuring that the company has the ability to hire the required manpower (includes visa quota requirements, active licenses, recruitment agencies contracts etc.,)
• Responsible for administration and negotiation of Healthcare packages, medical insurance and partnerships with any private/government body relating to the matter.

Salary:
QAR 17,000 to 20,000 per month inclusive of fixed allowances.

Requirements

• Degree in Human Resource Management or related
• 5 - 10 years’ experience in relevant field (Preferably in the Construction, Oil and Gas Industry)
• Positive attitudes/ Drive for result
• Good interpersonal, management and decision-making skills
• Strong Business acumen
• Strong understanding in Qatar labor law
