Job description / Role

Employment: Full Time

ACCIONA is looking for a responsible for establishing, managing and monitoring compliance with company and local safety regulations for the construction and implementation phase of the project, including the safety of the whole contractor on site project staff.

- Submission of the Construction Health, Safety & Environmental Management Plan, site waste Management Plan and Sustainability Plan.
- Assure the project's compliance with the Qatar Green Buildings Regulations and highlight any element that presents a risk to compliance such regulations. Coordinate with the Main Contractor for LEED and environment issues.
- Supervision of the implementation in accordance with the environment and safety regulations.

Task & responsibilities (including but not limited to):
- Coordinate with the HSE Officer for the below:
- Monitoring of the Implementation of the Health, Safety and Environmental Management Plan and keep up-to-date HSE documentation
- Manage and oversee a team of project safety resources, Inspect workplaces and workplace equipment, to ensure they meet safety regulations and to identify hazards and risks
- Participate in meetings with people at all levels of management both internally and externally, to ensure the safety of worksites and work practices,
- Conduct training sessions for management, supervisors and workers on health and safety practices and legislation as per HSE plan and established Work Methods. New Contractor employees, and subcontractors will receive HSE induction training as soon as practicable after arrival on site and at the least, during the first week (the hazards and controls in place, emergency procedures, incident reporting including near miss, unsafe act/condition, etc.)
- Make sure that personal protective equipment, such as hearing protection, dust masks, safety glasses, footwear and safety helmets, is being used in workplaces according to regulations
- Make sure that dangerous materials are correctly stored
- Identify and test work areas for potential accident and health hazards, and implement appropriate control measures
- Record and report hazards, accidents, injuries and health issues within the workplace. Collecting and analyzing injury and safety survey statistical data and writing, delivering and presenting reports technical reports, analysis and quotations of proposed risk reduction systems;
- Assist with the investigation of accidents and unsafe working conditions, study possible causes and recommend remedial action
- Responding to unforeseen circumstances and taking appropriate action.
- Determining cause of unsafe acts and conditions through procedure review, equipment and facilities inspection, and worker observation with corrective action recommendations provided.
- Collaborate with purchasing department for approval of local and /or Arabic companies (suppliers, subcontractors)
- Control and coordination with subcontractors involved in fit out work, coordinate with their suppliers in the same workplace (Planning, Assistance to coordination meetings, monitoring of working methods, transfer of information)
- Maintain confidentiality during and after the project, not disseminate information and internal company communications, unless authorized.
- Ensure strict validation procedures are adhered to with all documentation and authority signatures are attained prior to project close.
- To held Periodic HSE Meetings and Toolbox talk or Pre-job meeting.
- The handling of large objects will be monitored by the safety officer.
- The visit will be accompanied by the HSE officer or in his absence by a trained worker.
- Prior to commencement, all activities shall be coordinated with the project safety officer, who will assess the associated risks and monitor the implementation of the safety, health and environmental plan and liaise with the construction team to ensure a safe working environment

The Safety Officer will be responsible for ensuring that:
- All Works have been assessed to identify and control the risks, and have received training and information needed to carry out established work methods if any
- Have been tested work equipment, tools and auxiliary facilities used.
- Organize and conduct necessary periodic toolbox meetings for supervisory staff and manpower, to ensure the construction teams are well aware of safety requirements.
- Verify existence of collective protections provided.
- All workers are equipped with the PPE throughout the construction work.
- Ensure that at workplace set available in a visible way emergency telephones (nearest hospital, ambulances, fire brigades, police, mutual of accidents, prevention service
- Appoint the responsible for administering and providing first aid kit for a work crew.
- Arrange Fire extinguishers be provided in all workplaces and distributed.
- The safety officer in charge in coordination with the construction manager will consider, organize and control the traffic flow during the operation of working during interface stage.
- Assure all environmental measures foreseen by HSE plan are been carrying out on site.
- Assure Wastes are classified as: Hazardous; Clinical; Asbestos; Concrete; Rubble; General; Metal; Timber; Packaging; Plastics; Food, Glass; Other Waste.

Requirements

- Work experience: 8 years’ experience, preferably in site installation projects;
- Experience and knowledge of applicable safety standards (EN, ISO, etc.);
- Strong electrical / controls background;
- Experience and knowledge of electrical, mechanical, hydraulic and pneumatic concepts

- Qualifications: Bachelor or University degree / Technician Training
- The ideal candidate should have a Degree in Occupational Safety or in a related field plus a designation of Certified Safety Professional (CSP) / Chartered Member of the Institution of Occupational Safety and Health (CMIOSH) or (NEBOSH) The National Examination Board in Occupational Safety and Health or working towards this.
- Up to date knowledge of all issues relating to Safety, Health and Environment in the Middle East.

Professional skills:
- Strong analytical skills, problem solving mentality; team player with strong interpersonal skills and able to work independently;
- Well-developed planning, organization and implementation skills.
- Ability to communicate in a practical and commercial manner at all levels
- Extensive knowledge of design, consultancy, construction
- Fluent written and spoken English is required and additional languages would be beneficial;
