Opportunity

Parsons is the Project Consultant for the construction supervision of a large prestigious infrastructure project in Qatar. The Work scope comprises roads, highway intersections, bridges and other structures, electrical (HV and LV), potable water, sewerage (foul water) drainage, storm water drainage networks and other utility / services networks.

Position Overview

ITS /SCADA Inspectors shall report to the Assistant Resident Engineers as determined by their respective discipline superiors. Inspectors assigned to various phases of the work are important in assuring the quality of work in the finished project. Inspectors must be completely familiar with the plans, specifications and construction methods for the phases of the work to be inspected. Items that may have charged, Inspectors shall seek clarification from the Assistant Resident Engineer.

Specific Responsibilities

• Ensure performance of the work in strict accordance with the plans and specifications.
• Maintain a detailed diary of the day's work activities, issues, work approved or rejected, hours of operation, labor and equipment used, and sign at the end of each day.
• Coordinate with the Contractor's foreman in charge of the work daily to advice on the proper execution of the work.
• Coordinate with the Materials Inspector and arrange for sampling and testing of satisfactorily completed work, and quality assurance testing of suspect materials.
• Coordinate with the Surveyors to check the line and grade of completed work for conformance with the plans and specifications.
• Report questionable methods of operation by the Contractor to the Assistant Resident Engineer.
• Report to the Assistant Resident Engineer or Resident Engineer any failure of the Contractor to conform to plans and specifications and to provide good workmanship.
• Process the request to check work forms and maintain records of their status.
• Maintain records of completed works and as-built plans.
• Maintain detailed records of work performed by the Contractor on a Day Works basis.
• Make special notes and document the Contractor's activities that may lead to claims.
• Be fair and firm in dealings with the Contractor. Consider alternatives and consequences carefully before making decisions.
• Issue instructions to the Foreman in Charge of the work
• Notify the Assistant Resident Engineer or Resident Engineer of conditions that render it impractical or unreasonable to enforce the specifications.
• Report and document any accident that occurs on site and notify the Assistant Resident Engineer or Resident Engineer immediately.
• Enforce performance of the work in strict accordance with the approved Safety Plan.

Requirements

• Diploma in Electrical Engineering with 7 years demonstrable experience in all aspects of ITS and SCADA supervision on major infrastructure projects, preferably in the Gulf region.
• Familiar with the ITS related civil work (ITS Gantry, concrete Manhole, cable trench)
• Experience in the ITS Traffic Detection and Monitoring, CCTV, Over height Vehicle Detection Systems, Weigh in Motion Detection Systems, Dynamic Message Signs and Lane Control Signs.
• Familiar with the PLC panels, tunnels control system and Telecommunication networks
• Emphasis on Quality Assurance Specifications and Statistical Quality Control.
• Should be able to review and justify the material submissions analyze laboratory and technical reports, carry out acceptance sampling plans, testing and quality measures, ensuring the compliance with the project’s Specifications.
• Must have a sound knowledge about contractual relationships.
• Must be fully computer literate and able to utilize computer technology to access data, maintain records, generate reports, etc. and any project specific engineering and construction relevant software.
• Must be very good in English both written and spoken with an excellent capability in written technical skills as well as oral and written communication skills.
