Lead Technical Coordinator

Job description / Role

Guildhall is seeking a seasoned Lead Technical Coordinator to join a high-profile Road Operation and Maintenance Framework Project based in Doha, Qatar. This role is ideal for a senior-level professional with extensive experience in performance-based contracting (PBC), asset management, and technical coordination on large-scale infrastructure projects, preferably in the MENA region or similar international settings.

Key Responsibilities
• Lead and oversee the technical coordination of a multi-project road maintenance framework, ensuring alignment with contract requirements and project objectives.
• Manage and review technical documents, drawings, and work plans for approval in coordination with the client and internal teams.
• Provide expert-level knowledge in road asset management, asphalt pavement maintenance, and civil engineering solutions in compliance with Qatar Construction Specifications (QCS).
• Apply knowledge of performance-based contracts (PBC), SLA/KPI-based frameworks, and contribute to strategic-level asset management decision-making.
• Work with asset management tools and systems such as Maximo, Infor EAMS, ArcGIS, BIM, and other databases related to road infrastructure projects.
• Lead or support ISO 55000 series audits and ensure best practices in lifecycle asset management planning, risk-based prioritization, and investment strategies.
• Represent the technical interface between the organization and the client, attending regular coordination and technical meetings.
• Mentor team members and contribute to training and upskilling efforts across the project.

• Bachelor’s degree in Engineering, Civil Infrastructure, or a related field. Degrees must be recognized and, if applicable, translated and stamped by MOFA Qatar.
• Minimum 10 years of overall work experience, with at least 5 years in a Lead Technical Coordinator or similar senior role.
• Proven track record managing multi-site or framework projects.
• Strong background in road O&M and asset management strategies under performance-based models.

Certifications:
• Professional certifications in engineering or asset management are required.
• All documentation must be official, translated (if not in English), and verifiable through previous employers.
• Familiarity with QEAM, QCS standards, and advanced asset management tools.
• Strong leadership and client communication skills, capable of interfacing with government bodies and project stakeholders.
