Job description / Role

Employment: Full Time

• To assist in the implementation of Maintenance strategy by supporting the Qatar Rail Service Delivery Team in terms of planning, development, and implementation of maintenance services for the Lusail Tram project while developing standards, undertaking design review activities and achieving targets for safety, operability, maintainability and availability in relation to the engineering assets of the Lusail Tram system.
• Assists in the design review, planning, and the development and implementation of procedures for minimising the life cycle maintenance costs, maximising availability of facilities and systems, providing for system safety, maximising reliability and providing adequate protection for employees, facilities and equipment of the Lusail Tram System.
• Meets Key Performance Indicators according to targets agreed with the O&M LRT Maintenance Manager in the areas of: Interface with clients and contractors, delivery of study reports on time, preparations for the launch of service and arrangements for ongoing operations.
• Participates in development and updating of maintenance operating procedures and instructions.
• Liaises as appropriate to ensure completion of maintenance tasks relative to the System
• Defines maintenance level requirements of assets related to the System
• Develops plans & processes to ensure infrastructure, trams and other LRT assets are safe for operations, which include development of engineering standards, controlling configuration of rail system, and delivery plans relating to planned and reactive maintenance.
• Participates in the technical part of the tendering process for the end-state operators in coordination with the procurement team during the Preparation, Tendering and Evaluation phases, including novation of existing maintenance contracts.
• Liaise with the LRT Contractor during the Design, Testing and Commissioning phases to ensure on behalf of Qatar Rail that the maintainability of the LRT aligns with best international practice
• Ensures that environmental impacts arising from maintenance activities are properly managed and fully compliant with all the local legislation and Qatar Rail policy.
• Captures & devises plans aimed at identifying risks associated with contractors and third parties working on or in the vicinity of the LRT, including interface with Contractors during the defect liability period.
• Complies with all Qatar Rail CMS Policies and Standard Procedures.
• Performs and carries out other duties as instructed / directed by the O&M LRT Maintenance Manager.
• Provides support to O&M Department regarding for the resolution of complex issues, compliance issues and potential problems related to maintenance.

The job holder will be accountable to verify quality of outputs against the programmed activities, assisting in the delivery of all maintenance matters within LRT Service Delivery, to provide service delivery input to all risk and design reviews with regard to LRT Maintenance and to support contracts development for the eventual end state operator of the System.

Requirements

• Bachelor or Master degree in Engineering, Facilities or Operational management or other railway related area.
• Membership of an Engineering related Institute or other relevant professional engineering association desirable.
• 7 years of general maintenance experience.
• Formal or hands on prior experience of an operational LRT in an maintenance discipline in either a depot, or workshop environment is desired
• Working knowledge of Maintenance Management Systems and depot operations;
• Thorough understanding of systems such as trams, signalling systems, traction power supply distribution, platform screen doors, automatic fare collection, track and crossovers, control and communication systems and their function and maintenance.
• Highly motivated and flexible to work in a time-sensitive environment to respond quickly and effectively to unanticipated high workloads, events and emergencies;
• Excellent analytical reasoning ability and capable of making decisions on complex matters;
• Ability to multi-task and analyse situations promptly and without bias so as to determine the proper course of action or alternatives without jeopardising human safety, quality and the committed performance targets;
• Thorough understanding of all aspects of safety issues related to railway operations.
