Job description / Role

Employment: Full Time

This is an MEP Infrastructure Management role. Your daily tasks will revolve around this and below is a list of some of the areas you will be looking over. Please understand this is not a complete list of duties.
 
- Assists the Project Manager to manage and coordinate buildings & infrastructure projects and manage partner companies.
- Provides day-to-day direction and works with staff to ensure a high performance, customer service oriented work environment that supports achieving the Department's and Lusail's mission, strategic plan, objectives and values.
- Operates Lusail's personnel policies and procedures and performance management processes for project staff.
- Under the direction of the Project Manager monitors and endorses the work of the partner company in the planning, supervision and reviewing work of contract services to ensure timeliness, quality and consistency of such work and adherence to the contract.
- Also to develop detailed work schedules and make work assignments to engineering technicians, establish priorities, reviews and adjusts schedules to meet project(s) requirements.
- Works closely with partner company to interpret and explain plans and contract. Also to interpret, explain and enforce Qatari/Lusail regulations/policies to partner companies and liaises with the Project Manager regarding possible changes to plans (variation, addendum, extension of time) and problem resolution.
- Monitors and endorses the work completed by the partner company on the development of the construction contract package (architectural, civil, electrical and mechanical aspects of technical design, drawings and specifications, engineering estimates and project budgets and job scheduling).
- Provides technical liaison to the Contracts & Procurement Department as requested by the Project Manager during invitation, receipt and evaluation of bids, and contract finalization.
- Ensures that damage, accidents, delays, bad weather, or emergencies at construction sites have been investigated appropriately by the partner company and that appropriate actions are taken to deal with the impact.
- Ensures that partner company and relevant comply with to Qatari and Lusail building, fire, safety, handicap and environmental codes and regulations. Inspects safety aspects of jobs in progress; encourage Partner Company to observe applicable safety rules and regulations.
- Determines changes to contract, collects data and makes recommendation to Project Manager on budget requirements, work progress, milestones achieved and recommend operational budgets, expenditure and claims of the partner company.
- Assists the Project Manager to manage Lusail's project files. This will include as-built drawings, design data, project contracts, specifications and drawing submittals etc.
- Reviews logs and records of work performed in relation to construction management activities. Manages preparation of periodic and special reports as required.
- Reviews accuracy of reports of contract work and other assigned activities, review progress, performance and completion of reports, purchase requests, requisitions, and reports of claims.
- Assists the Project Manager where required to approve payments and reimbursements in accordance with contract terms and conditions. Payment and reimbursements will be forwarded to Controls Department for final payment.
- Responsible for strengthening relationship with the partner company.

Requirements

Around 15 years hands on exposure in civil infrastructure job focusing HV, MV, LV, and their substations, District cooling, gas, HVAC, PWC and other utilities and services including coordination with authorities at various stages. A qualified electrical engineer from a reputable university.

We are looking for candidates with multinational experience in well-known infrastructure construction PMC's who have worked for more than 15 years. The right candidate must have a degree, the ability to work on multiple packages at a high level on a city construction project as a client representative. He or she should be able to communicate professionally on all levels and be able to make decisions/ problem solve and find constructive solutions.
