Opportunity:

Parsons is the Project Management Consultancy for a major rail systems project in Qatar. Scope includes Rolling Stock, Signaling, Telecoms, Electrification, OCC, Tunnel Ventilation, AFC, MEP in stations, track, depot and stabling yards. We are currently looking for a MEP Inspector - (DEPOT) with rail systems design and build projects experience.

Position Overview:

This position reports directly to the respective Resident Engineer and is responsible for assuring that the Contractor constructs the project safely, properly and completely providing, at a minimum, the specified level of quality in form and function.

This position covers three distinct areas of effort. The MEP Inspector will be responsible for assuring that the Contractor adheres to approved plans and specifications, contract-imposed administrative and operational requirements and applicable Qatar laws and regulations pertaining to the MEP works internal and external of all site facilities, underground utilities and remaining site features. He/she will coordinate with the Contractor to verify that adequate, trained resources are available, that the right materials are used and that the proper processes are implemented during construction. He/she will then document the fulfillment of the tasks accomplished and provide to the Resident Engineer any other documentation, such as reports of nonconforming work.

Specific Responsibilities:

- Meets with the Contractor’s field supervision team on a daily basis to review the daily and weekly work plans, method statements, inspection and test plans (ITP’s), field directions and schedules.
- Confirms that the plans, specifications, shop drawings and change documents are correct for the planned work and are approved.
- Confirms that the resources assigned to the work are sufficient, adequately trained for the task, briefed on the method statement or work plan and that they can perform the work in a safe manner.
- Confirms that the materials on site are sufficient and approved per shop drawings or other material approvals.
- Confirms that labor welfare facilities are in place and adequate, and that labor laws and regulations are adhered to.
- Monitors the Contractor’s performance of work, assuring adherence to the approved documents and requirements to the extent that it applies to his discipline and area of expertise.
- Assures conformance to approved ITP’s.
- Undertake inspections on site in accordance with the discipline related inspections and test plans (ITP's).
- Report any works carried out by contractor found to not be in accordance with approved drawing and specifications and report to immediate supervisor for appropriate action and discharge instruction to the contractor.
- Monitor quality of works and assess the safety at site including health and environmental issues, ensuring the same complies with contracts / QCS specifications, safety and health risk assessment and environmental mitigating measures respectively on a daily basis.
- Maintain records for daily activities on site including progress photos and ensure they are readily available for inspection as and when required.
- Prepare Surveillance Report(s) for deficiencies of work found at site that are believed to have failed.
- Check and ensure effective co-ordination between MEP related works and all other disciplines.
- Provide technical input and experiences to resolve any discipline related issues on site that may arise.
- Ensure site progress information is communicated regularly.
- Undertake any survey checks as and when required.
- Coordinate the works to ensure successful hand-over of the project.
- Perform all other duties that may be requested by team leadership.

Requirements

- Diploma/ BSc. in an Engineering Field (relevant discipline)
- A minimum of 5 years’ experience gained in a similar role in a medium to large organization with exposure to large commercial projects and practical applications.
- Demonstrated knowledge of the design, construction techniques, procedures, codes and standards of relevant systems on site.
- Demonstrated ability to maintain a positive client relationship and professional firm image.
- Demonstrated experience and capability in all aspects of engineering within construction.
- Contemporary knowledge of other engineering disciplines in the context of construction.
- Ability to communicate effectively, both verbal and written communication.
- Microsoft Office (Word, Excel, PowerPoint and Outlook).
- Middle East experience is preferred.
