Job description / Role

Employment: Full Time

The purpose of this position is to lead a team of Resource & Timetable Planners.

This role will ensure permanent and short term amended timetables are prepared and implemented in line with Employer requirements – this includes for special events. This role will also lead the development and maintenance of efficient and robust rosters for all front line and other shift working staff across the business, ensuring continuity of service and that all Minimum Operating Requirements and KPRs are met at all times.

Structure and reporting relationship
This role sits with the Operations team, reporting to Operations Director

Operational Excellence
• Further development of existing timetable options assessing these against the client requirements;
• Minimising delays to services that may be affected by line closures for maintenance or upgrade work, for instance by producing modified timetables aimed at giving members of the public the most efficient travel options possible;
• Development of rolling stock diagrams related to the timetabling options to validate the fleet size assumptions, and stabling capability both on and off the network – assessing the impact of different options for stabling locations;
• Develop train crew diagrams related to the rolling stock requirements, and assess the impact of different options for train crew depot locations;
• Develop assumptions for train recovery allowances, such as walking times;
• Establish and maintain relationships with key customers, including contractors, and key stakeholders and resolve issues quickly with them;
• Ensure the business needs are delivered in an efficient manner at all times by optimising the allocation of work and deployment of staff to maximise profitability in conjunction with personal development plans and individual wellbeing;
• Support organizational and operational change through credible leadership;
• Provide strategic resourcing expertise, direction and driving the delivery of all permanent and interim resourcing requirements;
• Provide insight into resource demand, trends and profiles and ensuring appropriate levels of resource are in place to meet current and future customer and operational requirements;
• Continually assess resource supply and demand against plans, and work with the relevant managers and HR to ensure adequate resource with appropriate competencies are available to meet the business needs;
• Proactively provide regular communications and updates to these areas on all aspects of workforce management thus ensuring newly hired as well as existing employees feel engaged and connected;
• Provide accurate and commercially focused management information and insight for your business identifying trends/key risks;
• Enable and support workforce managers to build and maintain close relationships with the resources and line management to achieve optimum "right people at the right time in the right role at the right price" wherever;
• Anticipate possible resourcing issues before they occur, identify possible solutions and work with the team to implement solutions;
• Ensure compliance of all staff rosters with; Fatigue Management Procedure, UK HSE Fatigue Index, HSG256 Good Practice Guidelines for the management of shift work and local Labour Laws;
• Standardisation and documentation of current informal working practices;
• Identify opportunities to improve profitability through resource optimisation strategies and techniques;
• Insurance of contractual compliance regarding staffing levels;
• Monitor day to day project activities and resourcing, identifying potential instances of underutilisation and actively work with department leads to address and solve these issues;
• Centralise and control all leave management for rostered staff of each department highlighting to Line Managers any trends or areas of concern;
• Centralise and control overtime management for all rostered staff ensuring working time constraints are adhered to and the true overtime information is collated an submitted for final approval;
• Accept details of all staff and successful hires from HR support and add details to resource database;
• Act as the escalation point for workforce management resourcing issues within skills area;
• Alert Management Team of any potential concerns or issues with meeting key client deliverables due to resourcing;
• Engage and promote the use of key resourcing, workforce planning systems/methods to enable effective resourcing;
• Maintain a central resource plan and resource management process;
• Identify and implement resourcing process improvements;
• Lead key resourcing improvement projects and contribute to the on-going development of the SME resourcing strategy;
• Run weekly team meetings and facilitate resourcing/timetable issues/conflict resolution with production team and appropriate department heads;
• Lead and implement Quarterly Timetable Steering Group meetings to review KPR performance against business objectives
• Attend Monthly Contract Review meetings with Qatar Rail Executives and Contract Manager to identify any planning issues
• Attend Monthly Customer Experience steering group meetings with all Department Heads to review customer experience KPRs/KPIs and develop improvements
• Run periodic Operational Planning Meetings internally with the Operations department and Customer Service functions to review Operational Performance
• Liaise with SME Bid Team to discuss all active programs and potential new business for required assets and resources;
• Ensure global processes and policies are implemented and adhered to;
• Ability to lead, motivate and manage people and performance at all levels to influence and communicate at a senior level. Effective in building teams;
• Line management and oversee the Operational Planning Team on a day to day basis and provide support as required;
• To effectively delegate tasks to the Operational Planning Team to ensure all tasks are completed with agreeable timescales;
• Responsible for selecting, training, developing and managing performance of direct reports in area of speciality and mentoring, coordinating, planning and providing direction for work group(s) in accordance with the organizations policies and applicable legal requirements;
• Conduct performance review and disciplinary for Operational Planning Team;
• Provide expertise and act as a mentor and coach to the Operational Planning Team for all resourcing activities in support of their development;
• Effectively prioritise workload;
• Genuine interest in people development and passion for service delivery.

People and Culture
• Perform and carry out other duties as instructed / directed by the Operations Director.
• Technical, Financial and People Accountabilities
• Meeting the Key Performance Indicators in line with business needs
• Responsible for achievement of annual service and budget objectives, control and performance of people (including discipline, etc);
• Forecasting & re-forecasting results, planning over the annual (12 months) cycle in order to meet annual cost and service improvement targets.

Financial

HSQE
• To be aware of, and play an active role in the development and implementation of the Integrated Management System and the content of the Environment, Quality, Health & Safety and Information Security Policy Statements, to ensure that these are implemented within their area of responsibility;
• Understanding of personal responsibilities and contribution, and those of their staff (including subcontractors) in achieving compliance with the Integrated Management System and Competence Management System requirements, control measures and legal requirements by contributing to, or leading environmental impacts and aspects assessments, job safety analysis, information security risk assessments and competence assessments within their area of responsibility. Ensure that the results of such assessments are embedded in management systems, that these systems are communicated to those affected. Ensure that staff understand them and the potential consequences of departure from the arrangements in place;
• To exercise a personal duty of care for their own health, safety and welfare and for those affected by the acts or omissions and promote the same within their area of responsibility;
• To use safety equipment (including PPE) as required and intended and observe that this is also enforced within their departments and among subcontractors and third parties working in Serco’s controlled premises/systems
• Ensure that a good HSQE and Information Security culture is promoted within their departments and among their peers, subcontractors and third parties;
• Lead by example and ensure that ways to conserve energy, water and resources and minimise the generation of waste are identified within their area of responsibility
• Protect information assets and data including both electronic and paper based from all threats whether internal, external, deliberate or accidental;
• Promote a good HSQE and Information Security culture among their peers, subcontractors and third parties;
• Conduct regular reviews on the HSQE and Information Security Performance within their departments and seek ways to continually improve

Requirements

• Ideally a degree holder or high diploma of post secondary education in a relevant discipline;
• Degree in computer science, statistics, mathematics, finance, general business accounting or a related field. Equivalent work experience may be substituted for educational requirements;

Essential technical and professional skills and knowledge
• Knowledge of Health & Safety Executive rules and regulations on fatigue management;
• Understanding of resource planning and the effect on the staff requirement that different roster characteristics can have;
• Extensive experience of leading, developing and managing workforce planning teams utilising appropriate technology and processes in a high volume, high pressure multi-disciplinary environment.
• Able to respond to real time demands and implications - re-allocating resources where needed;
• Able to maintain current and accurate workforce skill set inventory and schedule recruiting / training as required;
• Analytical skills, solid mathematics and problem solving backgrounds, proficiency in Microsoft Excel, Word, Access, Windows operating systems;
• Experience implementing new software / applications;
• Demonstrates strong verbal, written, and presentations skills;
• Proven ability to work collaboratively to develop key working relationships within the organisation and with relevant external parties;
• Working knowledge of railway signalling systems and railway infrastructure design (including track, electrification and stations) in relation to train planning requirements and impacts;
• In-depth knowledge of train planning and staff rostering principles;
• Engage with, influence and manage operational level internal and external stakeholders on contentious projects;
• Attention to detail – ensuring thoroughness and accuracy in data and proposals;

Essential experience
• Knowledge of a wide range of train planning systems; specifically ATTUNE, Voyager Plan, Tracsis, Railsys
• Able to build and maintain a credible Workforce Management solution/system;
• Planning, analytical and conflict resolution skills
