Job description / Role

Employment: Full Time

Job Purpose:
To develop Operational Performance for the project in terms of development, implementation and management of the firms Performance Regime while developing standards & achieving targets for safety, operations, service reliability, and customer service.  

Duties & Responsibilities:  
• Develop strategies to ensure that the project achieves world-class performance;
• Manage the development & implementation of a Performance Regime that measures the effectiveness and the quality of the service delivered by the end-state Operators, as well as the satisfaction of the Customers;
• Ensure the overall consistency between the performance regimes of the Operators ,the regime of their Subcontractors, the performance of the Systems   Operational
• Assess the Performance Regimes currently in place and build corresponding simulation models
• Produce the suite of procedures to measure the Performance of each Operator and Subcontractor
• Ensure that the Performance Regimes are accurately represented in the different Contracts, including the penalty regimes and default rectification
• Assess the Operator’s performances during the Trial Run and Trial Operation periods.
• Review, survey and evaluate all Operator’s Key Performance Indicators during the Revenue Service Period

Requirements

• Bachelor or Master degree in Engineering  
• 10 years of railway experience, preferably in the Performance area, Controls and Commercial

Professional Training: 
• Working knowledge of control centre operations, station operations, train operations and depot operations; 
• Excellent proficiency in simulation models.

Skills: 
• Must be a skilled manager in communicating and motivating staff;
• Highly motivated and flexible to work in a time-sensitive environment to respond quickly and effectively to unanticipated high workloads, events and emergencies;
• Excellent analytical reasoning ability and capable of making decisions on complex matters;
• Ability to multi-task and analyse situations promptly and without bias so as to determine the proper course of action or alternatives without jeopardising human safety, quality and the committed performance targets
