We have been present in Qatar for over 35 years and with over 350 employees to date and we are growing rapidly. Thales in Qatar is part of our Middle East business that has 1,800 people across Egypt, Iraq, Kuwait, KSA, Lebanon, Oman, Pakistan, Qatar and UAE. Our people are working on two major urban rail projects; the Doha Metro and Lusail Tramway and providing security and communications systems for Hamad International Airport and Doha Port as well as delivering world-class In-Flight entertainment and Connectivity systems.

We are currently looking for a PMO Manager to join the Thales team in Qatar.

Role & Responsibilities:

- As PMO Manager, the incumbent will manage all Programme resources in order to ensure a timely, efficient and successful implementation. The PMO Manager will mentor and coach the full Programme team as required, and will specifically support the Programme Manager and Project Managers.
- The incumbent will have overall management responsibility for the PMO to include Governance, Planning, Stakeholder Management, RAID Management, Reporting, Change Control, Document Management, Quality Management including Audits, proactive health checks and lessons learned. Specific line management responsibility for the Deputy Head of PMO, Project Analysts, Quality Analyst and the Administration resources.
- The incumbent will also be fully responsible for establishing the PMO function across the Programme from an internal, vendor and customer perspective and act as the SME in relation to the PMO function for the organisation and will be the lead point of contact and management for the assigned Programme.
- It is imperative that incumbent will be able to implement and improve governance model, ensuring fit for purpose, effective in terms of timing, constitution, authority and approval levels and have the required inputs and outputs to enable effective decision making.
- Provide mentoring and coaching specifically to the Project Managers/Project Leads and Project Engineers in all functions of the PMO.

Requirements

Desired Experience & Skills:

- Minimum 15+ years of experience in a very challenging PMO environment as part of a large PMO team or on a large delivery focused Programme in excess of 150m Euro in a Matrix environment.
- Experience of implementing & embedding new PMO processes & governance model. Highly experienced stakeholder management skills.
- Experience in leading the governance within large Programme environments, such as Programme boards and senior stakeholder reporting.
- Leadership in identifying and resolving issues.
- Understanding of baseline programme timeline and working with the programme team identify risks and issues that could impact the delivery plan
- Demonstrable expertise in Heading up PMO functions in Change Programmes in excess of 150m Euro. Expertise in setting up PMO functions from scratch and selling across the Programme Team/Organisation
- Experience in GCC and knowledge of Arabic language will be an added advantage.

Education Qualification:

- Post Graduate or Bachelor's degree in Project Management or related discipline.
- Relevant accreditation such as PMP.
