Responsibilities
- Lead the efforts to prepare the most competitive techno-commercial proposal in compliance with the client's requirements and technical specifications including assessment of risk.
- Prepare proposal synopsis for the review of the line manager including initial assessment of the technical, financial, schedule or any other unusual risks associated with a proposal and submit it to the management for approval to bid or decline.
- Establish and actively manage the proposal schedule, proposal budget, bid index, and all required inputs to the bid. Actively monitor and expedite bid preparation progress, identifying any concerns and initiating corrective action.
- Prepare table of contents/index to technical, un-priced and priced commercial proposals with responsibilities and dates clearly identified.
- Actively prepare scope and effort matrices and coordinate when working with affiliate offices, JV partner or major subcontractors and perform the required integration of inputs for submission to client.
- Establish the initial bid strategy, obtain endorsement of the strategy from executive management, cascade the strategy and win plan to the bid team, and maintain the bid team's focus on this throughout the bid period, adjusting the approach when relevant to do so.
- Identify critical un-priced commercial enclosures such as bank guarantees, parent company guarantees, power of attorneys, notarization, local registration requirements etc. at the beginning and initiate actions with other departments to obtain these documents.
- Proactively direct and provide interface management to a team of complex skills and functions, including (but not limited to) Wood management, technical lead/project manager, volume/section leads, authors, SMEs, legal, contracts, and small business.
- Conduct periodic review meetings with pursuit lead, engineering discipline leads, monitor progress, resolve constraints and ensure that all timelines are met. Identify any clarifications or exceptions to the client's inquiry and ensure smooth flow of inter-disciplinary inputs and generation of all deliverables through periodic discussions with discipline engineers.
- Maintain sufficient involvement in/oversight of the project execution proposal to be able to challenge scope assessment and manhours, provide a commercial steer over project execution related assumptions and decisions, and facilitate continuity through the proposal.
- Coordinate and prepare the proposal 'commercial design', defining the inputs needed to develop the cost model, manage disciplines input to the cost model and manage development of the commercial proposal/contract response.
- Prepare cost estimates and price breakdown schedules in compliance with tender requirements and link the cost estimates in a manner that allows expeditious compilation of final commercial proposal.
- Assist in preparing technical and commercial proposals as per client requirement particularly addressing critical sections such as project execution plans, organization charts, job specific technical write ups, bank guarantees, commercial and technical qualifications. Assist in preparing responses to the client post bid queries.
- Develop risk register, review periodically and compile inputs and documents for management risk reviews.
- Where appropriate, assist/expedite tax and insurance requirements.
- Perform all other duties as required for timely and quality proposal submission with tender governance procedure (TGP) and in compliance with tender requirements.
- Act as the primary conduit between executive management and the bid team, agreeing and communicating any changes in requirements/strategy to/from the bid team.
- Guide the proposal taskforce through the proposal development process, ensuring compliance with all mandated procedures, obtaining any required internal clarification/approvals.
- Manage the proposal through the post bid submission phases, including responses to clarifications, face to face meetings, negotiations, and handover to operations.
Qualifications
- Engineering degree from an accredited university required preferably in chemical/mechanical.
- Bidding experience with NOCs in Middle East/Qatar is essential.
- Bidding experience in handling different contract models (EPC, EPCm, reimbursable, framework agreements etc.) is preferred.
- Minimum 10-15 years experience in proposal preparation, cost estimation, contract negotiation in similar firms.
- Excellent knowledge of Microsoft Word, Excel, PowerPoint, and Adobe Acrobat; proficiency with SharePoint is desired.
