Job description / Role
Job summary
• Responsible for the procurement of goods or services for projects
• Ensure that Client secures the best deals for materials and services obtained
Roles & responsibilities
Tendering
• Liaise and communicate with development and project delivery on project materials or services required to deliver the projects and fulfill the needs of client, including consultant / contractor / construction materials etc.
• Implement and standardize tendering methods for project procurement
- Create templates, tools and documents that facilitate tender preparation
- Research best practices in tendering that reduce cost and time, and maximize response from contractor
• Create an accurate vendor database (contractors, suppliers, consultants)
- Ensure database reflects latest information on pricing, delivery time and resources
• Assist in end-to-end RFP process –bid scoping, bid evaluation (technical and cost), and shortlisting/ selection
• Recommend vendors based on bids along with vendor scorecards to Development Management
- Create and maintain list of Tier 1, 2 and 3 suppliers and their performance scorecards
• Assist in negotiating with contractors to ensure highest quality service at the most effective price
Cost estimation
• Implement standardized cost estimation procedures and methods
- Create and maintain database of contractor rates, ensure accuracy
- Work with Project Managers to develop cost standards based on asset type, size, segment, etc.
• Assist in refining corporate budget estimation
- Collect input from project managers on project specifications
- Ensure alignment between project managers, scheduling and costing and procurement around project cost estimate
• Determine any project cost trade offs
• Perform cost benchmarking across vendor, ensure the company is getting best value-for-money
- Leverage economies of scale to negotiate with contractors for lower costs
• Assist Tendering and Contract Management in supplier selection by providing contractor prices from the database
• Assist Business Development in conducting feasibility studies by providing requisite costing information
Data and reporting
• Ensure maintenance and update of data such as information about contractor’s prices and receipts and records of purchased goods
• Update data such as changes in information about supplier’s products and prices
• Develop reports on project procurement functions
Other
• Perform other duties and responsibilities as needed as well as determine and manage priorities with minimal guidance
• Assist in the preparation of timely and accurate MIS statements and reports
• Preparation of Reports for approval of procurement by concerned authority
Requirements
Ideal Capabilities / Skills
Business capabilities
• More than 8-10 years of experience in undertaking pre-award tendering activities in Real Estate Development / Construction & infrastructure / other relevant sector.
• The pre-tender activities include review of scope of work , compilation of tender documents , complete knowledge of tendering process i.e. issuance of Tender Bulletins / Tender clarifications , technical & commercial of bids , award and finalization of Contract document.
• Knowledge of tendering and procurement processes should have performed procurement duties
• Adequate hands-on experience in negotiations with Contractors / Consultants for concluding the procurement.
• Experienced in working with major Real Estate Developers /Client Organization
• In-depth knowledge of procurement and contracting standards, requirements, internal controls, policies and procedures; understanding of the local regulation
• Knowledge of FIDIC conditions. Experience in reviewing the deviations proposed by Contractors / Consultants on T&Cs of Tender and for their appropriate conclusion.
Education
• Bachelor degree in Engineering or similar discipline
Interpersonal skills
• Diligent about enforcing standards, procedures and policies
• Excellent communication skills (verbal, written)
• Advanced/multiple linguistic skills to manage relationships with local and international contractors, knowledge of Arabic required. MUST be able to speak, read and write fluent Arabic.
• Adept at building and maintaining strong relationships with users (Project Managers, Contract Management) and suppliers/contractors
