Job purpose

The Project Control Engineer is responsible for ensuring all project control functions including planning, scheduling, progress monitoring, and cost control are executed in alignment with department strategy and project objectives. The role oversees project schedule and cost performance from feasibility through completion, ensuring contractors adhere to approved plans and reporting standards. This position supports the Project Management Team (PMT) by reviewing contractor progress, ensuring proper cost management, and proactively identifying risks, variances, and required corrective actions for an offshore brownfield project involving extensive subsea pipeline work.

Key responsibilities

1. Planning, scheduling & cost control
Implement integrated project planning, scheduling, and cost control procedures across company projects.
Review and analyse contractors’ schedules, progress updates, manpower plans, recovery plans, and reporting deliverables.
Validate actual progress against the approved schedule and update forecasts including critical path analysis, remaining durations, and resource adequacy.
Provide “As-Built” schedules, manpower statistics, and installed quantity records to support company database and benchmarking initiatives.

2. Performance monitoring & reporting
Track contractor performance including productivity indices, quantity production rates, deliverable completion, and overall schedule adherence.
Prepare daily progress reports for onshore/offshore campaigns, ensuring accuracy and consistency of contractor data.
Monitor and report cost commitments, expenditures, cost-to-complete, and cashflow forecasts throughout the project lifecycle.

3. Cost management & invoice verification
Conduct detailed reviews of invoices, timesheets, equipment usage, material consumption, and manhour reports.
Verify on-site quantities and ensure billed works align with physical progress.
Assess and certify interim payment applications and ensure appropriate controls are upheld for all project payments.
Track actual costs against BOQ and project budget, highlighting potential overruns and recommending corrective actions.

4. Change management & contract support
Support the project and contracts team in analysing schedule deviations, determining impacts, and preparing documentation for EOT assessments.
Evaluate contractor change orders, trends, and claims, challenging cost and schedule justifications where required.
Maintain organized and traceable documentation related to cost, schedule, variations, and approvals.

5. Stakeholder coordination
Collaborate with PMT, operations, assets, shared services, contractors, vendors, and third-party service providers.
Maintain effective communication channels between planning, scheduling, cost control, and project management teams.
Ensure alignment with company procedures and promote consistency across a large project portfolio.

6. Safety & compliance
Ensure all work is performed in compliance with company Safety, Health, Environment, and Quality (SHEQ) standards.
Support Qatarization initiatives by contributing to the development of Qatari employees.
Adhere to anti-trust, competition laws, and company firewall policies.

Minimum requirements

Qualifications
Bachelor’s degree in engineering.

Experience
Minimum 7 years of multi-disciplinary experience in the oil & gas industry, with strong involvement in planning, scheduling, and cost control across full project phases.

Technical skills
Strong proficiency in Primavera (P6) and relevant project planning tools.
Advanced computer literacy in MS Office and technical applications.
Strong planning, analytical, and reporting capabilities.
Excellent command of written and spoken English.
