Job description / Role

Employment: Full Time

• Manage a variety of Health, Safety & Environmental (HSE) activities and operations to ensure that the assigned project/ site complies with local regulatory requirements and standards as well as Rotary IMS and HSE management system.
• Advice and Act on HSE Legal compliance issues
• Develops, plans, organizes and manages the HSE Plan & HSE Programs, Promotional Activities for the allocated project/ site.
• Monitor and evaluate the assigned project/ site overall HSE performance to identify recurring problem; research, evaluate and recommend changes to technology, equipment, systems or processes that will improve the HSE performance.
• Keep up-to-date with all HSE regulations and internal procedural amendments and ensure the entire project team and site personnel are adequately notified of amendments.
• Be conversant with the Rotary IMS Management System.
• Recommends and formulates policies and procedures.
• Propose changes and enhancements to the HSE elements of the IMS Management System.
• Plan and conduct HSE related trainings based on Regulatory and internal IMS requirements as per project training matrix and other ad hoc trainings as and when required.
• Develop Project HSE Management System
• Conduct regular verification and audit to ensure project sites conforms and adhere to local regulatory and in house IMS requirement as well as client’s contractual requirement.
• Coordinates and assures compliance with the Risk Management requirement.
• Coordinate and liaise with project team to plan and resolve any HSE related issues.
• Ensure deployment is sufficient to provide adequate HSE Site Coverage, discipline of the HSE Team and assign HSE activities to be undertaken by HSE Team.
• Lead workplace communication and engagement.
• Speak during project engagement events.
• Ensure conformance and compliance of all external parties and sub cons entering into project sites.
• Plan and organize incentive programs for various contractual agreed HSE milestones and adhoc recognition events.
• Functions as an integral part of the Construction Team and Project Success.
• Conducting weekly Project HSE meetings with the Project/ Construction Manager.
• Attend safety/construction meetings and site inspection as required by the client and site walkabout schedule with client.
• Know internal and external accident reporting requirements.
• Prompt and efficiency on handling of incident and accident investigation.
• Maintaining and completion of project HSE reports and documentation.
• Collection, compilation, and reporting of HSE statistics for the project.
• Preparation and submission of project HSE report to location Construction Manager and HSE Manager on a weekly basis.
• Support on the conduct of internal audit specific to assigned project/ site.
• Lead accident/ incident investigation process to identify root cause (s) of accident/ incident and recommendation of suitable and adequate preventive and corrective actions to prevent recurrence.
• Analyse incident trending to identify corrective actions to address root causes at a systemic level.
• Establish and implement specific Emergency Preparedness and Response plan specific to Project/ site, in consideration of the work scope and risk identified.
• Develop and implement behavioural safety program
• Develop Project HSE Management System

• Develop a strong and pervasive HSE culture
• Interfaces with project and operations management, and client representatives.
• Assist in all areas of safety for pre-contract planning and incident prevention.
• Serve as single point of contact for all HSE related matters between corporate HSE, Project team and Client.
• Prepare for and participate in client meetings on HSE-related areas.
• Distribute and follow up implementation of new HSE initiatives by Rotary and the Client.
• Participates to HAZOP meetings prior to procurement and installation activities. Participate in Review and approval of Risk Assessment.

Salary:
QAR 20,000 to 25,000 per month inclusive of fixed allowances.
Additional benefits: salary indicated is inclusive of all allowances

Requirements

• Educational Qualification: Bachelor’s Degree in Engineering.
• ISO 45001 Lead Auditor
• NEBOSH / IOSH Registered
• At least 15 years’ experience in HSE role in the oil and gas industry, with more than 10 years in a supervisory role on similar size Engineering, Procurement, Installation and Commissioning (EPIC) projects, preferably in Qatar / Middle East.
• Relevant experience shall include implementation of HSE and Environmental Qatari regulatory regimes and international safety codes and standards during development of HSE procedures and plans, management and monitoring of direct labour / subcontractor / vendor HSE during construction and commissioning (multi- discipline projects) and supervision of a team of on-site HSE advisers.
