Job description / Role
- Responsible for delivering the procurement activities by ensuring that policies and procedures are followed.
- Responsible for delivering the projects procurement process
- Assist with developing the procurement strategy and a pool of candidate vendors and suppliers for consideration for the related projects
- Adhere to procurement and contracts management instructions, policies, and procedures and identify areas for improvement
- Adhere to policies for project suppliers and third party contractors and identify areas for improvement
- Support the competitive bidding and selection process
- Assist with the monitoring of contract performance to ensure compliance with contractual obligations
- Assist with vendor and contractor grievances, and claims against suppliers
- Maintain records of deliverables completed and received
- Keep abreast of new legislation, government policies, best practice and relevant external factors relevant to procurement and contracting activity
- Support the financial and contract negotiations
- Process procurement orders, solicit requests for proposals, and review requisitions for goods and services
- Analyze price proposals, financial reports and other data and information to determine reasonable prices for review
- Analyze and identify internal and external cost drivers and develop saving opportunities and benchmarking of industry standards and practices for review
Requirements
- Degree in Engineering, Quantity Surveying, Business, Commerce or similar
- Relevant professional qualification i.e. CIPS status or equivalent procurement, project management professional qualification
- Minimum of 12 years’ experience in purchasing/procurement
- Knowledge of procurement concepts, processes, activities and trends
- Experience of developing contracts and relationship management with vendors
- Experience of procurement and contracting
- Experience working in the Rail industry
- Experience working with FIDIC suite of contracts
- Experience with basic contracting principles and practices such as tendering, subcontracting, outsourcing management
- Experience in drafting contract documents across various stages of the project lifecycle (e.g. SOW, Charter, progress reports, Gantt charts, etc.)
