Quality & Safety Expert - Qatar

Location: Doha, Qatar
Our client is the Public Works Authority for Qatar and they now, following a restructure, are seeking to appoint a Quality & Safety Expert to their growth government entity. This role is only for consideration for a Qatari National and, as part of the management team, is responsible for the quality, health & safety, and environmental management functions for delivery of a portfolio of education, medical, marine and general building projects for Government clients. A key function of this role is to manage QHSE compliance by the Programme Management Consultant (PMC).
Reporting to the President, your responsibilities in this role will include:
• Management of a national team of QHSE specialists who will provide support for government managed projects comprising roads, highways, infrastructure and government building projects.
• Establish plans for Quality, Health & Safety, and Environmental Management; and monitor implementation and compliance by the supply chain.
• Work collaboratively with consultants and contractors to ensure portfolio delivery within QHSE objectives. In particular, ensure that company required QHSE reviews and approvals are scheduled and actioned.
• Management of QHSE risk across the portfolio, and preparation of regular reports and briefing papers on the status of the risk, mitigation actions and risk reduction initiatives.
• Preparation of the master audit schedule, audit implementation and management of follow up for corrective actions.
• Measurement of performance of the PMC, consultants and contractors, and incorporation into a feedback process to ensure continuous improvement to meet company needs.
• Identification and coordination of interfaces with internal and external stakeholders to ensure necessary support to enable delivery of the projects.
• Monitor implementation of PMCs’ QHSE management and administration processes.
• Prepare monthly QHSE Status Report including QHSE performance (statistical) summary, Audit Status, Summary of QHSE meetings and Urgent corrective actions.
Requirements
• Degree in an appropriate field such as: engineering; construction management; safety, project management or similar related field is required with Chartered Engineer status being highly regarded.
• Formal QA Training and Auditor certification and NEBOSH General Certificate would be advantageous.
• A minimum of 15 years’ experience in managing the quality and safety aspects of the design and construction of major new building programmes.
• Experience in the management implementation and compliance to ISO 9001, 14001 and 18001, preferably from the client side.
• Experience in the assessment of consultants and contractor’s quality plans; and auditing for compliance on major building projects.
• Have good knowledge and experience of international and environmental standards related to building projects.
• Have a working knowledge of Environmental Assessment methods (BREEAM or LEED or QSAS) and the planning and implementation of sustainable design and construction practices.
• Experience of working in Qatar or the Gulf region is required.
