Quantity Surveyor (MEP) - Rail Systems

Parsons is the Project Management Consultancy for a major rail systems project in Qatar. Scope includes Rolling Stock, Signaling, Telecoms, Electrification, OCC, Tunnel Ventilation, AFC, MEP in stations, track, depot and stabling yards. We are currently looking for a Quantity Surveyor (MEP) with rail systems design and build projects experience.

The Quantity Surveyor will support the Cost Control Manager in monitoring the cash flow of the project and review the cash flow presented by the Contractor on a monthly basis and other times as required. He will also support the Cost Control Manager with the periodic Cost Report, including Cumulative Actual Costs, Cost to Completion and Estimate to Completion. He will be providing cost engineering estimates of MSI/SM Contractor change requests, value engineering change proposals, claims, and provisional sum work for review and recommendation by the Engineering and Contract teams. The Quantity Surveyor will also ensure that contemporary records are maintained which provides sufficient detail and information to support claims or variations.

Job Accountabilities:
- Communicate early warnings to the Cost Control Manager.
- Keep direct contact with the Cost Control Manager, with regard to certifications, budget, cash flow and cost estimates.
- Prepare, on a monthly basis, Cost reports that indicate actual or estimated costs compared to the budget under the Contracts.
- Monitor the cash flow of the project and review the cash flow presented by the Contractor on a monthly basis and other times as required.
- Prepare other the relevant reports on weekly and monthly basis.
- Perform Cost estimations required and evaluate cost proposals submitted by the Contractor and make recommendations to the Client for acceptance/rejection.
- Support Commercial and Contract team in every issues related with cost estimations and cost analysis for change requests, variations and claims.
- Support the review of the monthly IPA so as to attest that this progresses in accordance with contractual requirements.
- Liaise with other departments to streamline the payments, cost and estimation related issues.
- Review documents and procedures relevant to this position to verify compliance with codes and standards, regulations and regulatory commitments.
- Report to the Cost Control Manager in a timely manner whenever required.
- Performs other responsibilities associated with this position as may be appropriate and Contractor.
- Develop awareness of Client critical issues.
- Deliver high quality, safe and reliable services.
- Create and promote a continuous improvement approach to activities performed.

Requirements

- BSc, BEng, BA or Equivalent degree.
- A total of 10 years total work experience and a minimum of 5 years similar work experience.
- Demonstrate extensive experience in a similar role on a comparable international transit system.
- Shall be able to effectively communicate with all team members and counterparts.
- The incumbent must also possess strong written and oral communication and interpersonal skills, and a working knowledge of PC software packages typically associated with contract administration.
- Requires a working knowledge of industry business practices and the negotiation of prime design/build and construction contracts.
