Rail Safety and Regulations Manager

Job description / Role

CLIENT
Linum Consult’s client operates out of the Middle East and due to continued growth, they are currently seeking a Rail Safety & Regulations Manager to join their team in Qatar.

RESPONSIBILITIES
• Establishing plans & procedures, regulations for safety, environmental protection, certification, regulation, accident investigation, risk assessment and crisis management
• Developing safety decision-making and approvals processes
• Meeting the KPIs and division objectives targets
• Developing the company’s registration certification and regulatory regimes
• Drafting network-wide regulations, byelaws, and strategic partnerships
• Drafting legislation for government approval alongside the company’s legal team and stakeholders
• Advising developers, contractors, operators, and maintainers on their risk management strategies and providing regulatory input for use in preparing applications for Safety Certification
• Reviewing contractors’ design, build, and operation proposals against risk-based acceptance criteria prior to submissions, and reviewing compliance with regulatory requirements
• Liaising with Program delivery assurance undertaking audits when required
• Setting up the framework and processes for issuing engineering and operation safety certificates

Requirements

PROFILE
• Bachelor or Master’s degree qualification in Engineering, specialising in Railway Engineering
• At least 10 years’ experience within the railway industry working for large consultancies or end clients
• Strong technical knowledge of Railway Safety and Regulations, safety approvals and decision making
• Experience in risk management methods and analytical techniques, railway engineering, construction, and bringing assets into use
• Excellent communication skills, with a strong ability to build relationships with influential people at all levels within and outside the organisation, including in government
