Parsons is the Project Management Consultancy for a major rail systems design and build project in Qatar. We are currently looking for a Resident Engineer (RE) for this project.

The RE will supervise and monitor all rail systems installation and construction works for one particular metro line including installation of signalling, telecommunication systems, MV and traction power supply, control center, E&M systems in stations and depot/stabling yard.

Job Accountabilities:
- Provide the transition from design through to installation/ construction phase.
- To supervise / monitor all works against the agreed programme of works, to ensure the correctness of the installation against approved documents, quality in the installation, and the readiness of the installed works for handover into Testing and Commissioning.
- Manage a team of Assistant Resident Engineers on the different sites along the metro line.
- Regularly reporting pre- and post- installation works progress and status to the Rail Systems Manager, raising of issues and concerns.
- Coordinates the actions performed on site between the Rail Systems Contractor and Civil Works Contractors.
- Adhere to the applicable legislation and statutory requirements, as well as any customer specific requirements.
- Ensure the appropriate standards, processes, procedures, and work instructions are applied throughout the installation life cycle and that appropriate, accurate and complete records are safely maintained.
- Checking that all plant and equipment is safe for use and is appropriately used is currently certified and that site records are kept.
- Identifying and reporting any potential or actual project scope change.
- Coordinates, along with the site managers, under the consolidation of the HSE Manager, the application of the required protection and safety measures.
- Provide advice and expertise on construction matters to the Client and other consultants.
- Cooperate with the QA/QC Manager for effective resolution and process improvement of non-conformance process.
- Take necessary steps for preventing the occurrence of possible Non Conformances.
- Communicate early warnings.
- Performs other responsibilities associated with this position as may be appropriate.

Requirements

- BSc, BEng, BA or Equivalent.
- Has total experience of more than 15 years.
- Has a minimum of 5 years ‘experience as Construction/Installation Manager or Resident. Engineer on a very large rail systems design and build project.
- Is familiar with different international standards and specifications.
- Experience and knowledge of implementation project engineering processes covering installation and construction.
- Knowledge of Safe and Safety Related activities in the rail environment.
- Ability to lead a team of Site Inspection Staff and ability to manage Contractors
- Willingness to learn.
- Self-starter, able to work on own initiative and outdoors in a Middle East environment.
