Employment: Full Time

Role Summary:
Support the Senior Resident Engineer in providing a complete construction supervision service to major roads/drainage/utilities projects to the extent subject matter expertise allows. Responsible for supporting safety and quality oversight, technical compliance monitoring, schedule and cost management and all contract administration across the project.

Responsibilities:
- Provide day to day direction, setting to work, performance monitoring and management support to the Construction Supervision team(s) on defined projects
- Act as Senior Resident Engineer during periods of absence and in line with delegated levels of authority
- Assist in developing and maintaining a proactive safety culture across defined projects
- Ensure robust safety management arrangements are developed and implemented by construction contractors
- Provide subject matter expertise in all relevant technical matters relating to the delivery of works and support the decision making process appropriately
- Ensure construction proceeds in line with approved design and applicable standards and that the resulting asset is acceptable to the Client’s Operations and Maintenance department
- Support the operation of robust contract administration arrangements that underpin efficient delivery of works
- Assist Planning Engineers in monitoring project(s) delivery against agreed baseline schedules, forecasting future productivity and key completion dates and development of clear management reports
- Liaise with PMC and contractors on a regular basis and build relationships in parallel with maintaining compliance with formal communication routes adopted by the Supervision Consultant
- Liaise with members of the Public impacted by construction works and develop mutually acceptable solutions which resolve concerns and address complaints received.

Relationships:
- Contractor’s management team to enable efficient project delivery
- PMC Site Construction Manager/Engineer in the resolution of project delivery issues
- PMC Commercial Manager in processing of contract administration
- GEC Design Interface Manager in the resolution of design issues and technical queries
- Local residents in order to maintain positive public relations
- Regulators/3rd Parties as required to ensure project delivery proceeds in line with all applicable regulations and consents/permit requirements
- O&M Department to facilitate project handover

Requirements

- Must have a Bachelor’s Degree (Engineering)
- Minimum of fourteen (14) years postgraduate experience (P2) or ten (10) years (P3).
- Minimum of seven (7) years of experience in major road/drainage project design or construction.
- Minimum of seven (7) years of experience in in-ground infrastructure construction contract administration.
- Experience in supervising wet/dry utility installation and local roads construction preferably with interdisciplinary co-ordination and demonstrable expertise in a specific discipline (Roads or Drainage).
- Knowledge of QCS, QSDDM and/or international design standards.
- Experience within GCC (preferred)
