Job description / Role
1. Monitors and oversees effective implementation of appropriate HSE System Standard Procedures by conducting inspections and auditing of project sites and its HSE personnel.
2. Provides technical support or advice to operation and HSE site team in promoting organizational HSE culture; and discuss/propose resolution to issues concerning safety.
3. Reviews and makes necessary update on Project HSE Plan to ensure its compliance with the requirements set by the clients, Qatar Construction Standards, and laws of local authorities.
4. Checks daily inspections of Safety Officers and monitor implementation of safety directives.
5. Leads and/or reviews incident/accident reports, conducts trends analysis in order to propose plans to minimize or prevent re-occurrences of such incidents/accidents.
6. Reviews HSE personnel competency/qualification profile and develop in-house/external safety trainings particularly related to client and state HSE requirements and standards.
7. Verifies Personal Protective Equipment (PPE) requirements per site; and initially approves material requisitions as needed.
8. Coordinates between the company and client representatives with relation to any safety matter.
9. Participates in the selection of new Safety Personnel.
10. Prepares schedules for mock drills and health surveillances in site areas.
11. Observes and evaluates performance of Safety Personnel as per company policy and procedure.
12. Manages the leave, transfer and requisition Safety Personnel in coordination with Site Management.
13. Complies with the policies and regulations of company, State and company-recognized standards.
14. Carries out additional tasks as advised by the manager being reported to.
Requirements:
1. Minimum 10 years of HSE experience in Construction field with at least 5 years in Managerial position
2. Bachelor’s Degree in Engineering.
3. Must be approved by Public Works Authority
4. Additional Professional Qualifications/Trainings/Certification-Exams:
• MMUP, Lead Audit, First Aid, etc.… (Mandatory).
• NEBOSH/IOSH or equivalent HSE Management Certificate
• Occupational Health and Safety
• Safety and Risk Management
5. Knowledge of Qatar Construction Standards – HSE Compliance
6. Knowledge of Management and Administration
7. Knowledge of Quality, Public Safety and Security
8. Knowledge of QHSE Policies and procedures of international Standard (e.g. Environmental
9. Management System – EMS; OHSAS 18001)
10. Investigative and auditing skills
11. Monitoring and coordinating skills
12. Scheduling and Time Management
13. Problem Sensitivity and attention to details
14. Supervisory and leadership skills
