Employment: Full Time

Key purpose
The purpose of this position is to manage and lead Security Supervisors, and their teams to provide quality security for Qatar Rail

Structure and reporting relationship
This role sits with the Customer Experience Team

Key accountabilities

Customers
• Interface with Police/Client on behalf of the Customer Experience Director

Operational Excellence
• Set security strategy, ensure compliance, review and continual improvement;
• Prepare and publish security procedures;
• Set KPIs and manage performance;
• Organise and manage the day-to-day security operations for Qatar Rail
• Manage the Security Supervisor;
• Work closely with Head of Operations and Security Controller to ensure operational delivery of security on a 24/7 basis
• Manage real-time security information and intelligence and contribute to formal reports
• Liaise on security matters across Serco and with Qatar Rail and other Stakeholders
• Chair ESIG (Emergency Service Integration Group) with third party key stakeholders and ensure results against actions;
• Support the Customer Experience Director to set security requirements and plan security systems for Qatar Rail;
• Communicate and report details of incidents, accidents and irregularities;
• Protect the Qatar Rail Assets including infrastructure, equipment, Rolling Stock, IT systems and all other Assets;
• Ensure and develop the competence of the Security Supervisors and provide additional training and support when necessary;
• Monitor service delivery and manage the Security Supervisors to satisfy the committed performance targets;
• Participate in incident/accident management and crisis management as necessary;
• Develop and maintain of security procedures and work instructions with the broader management team;
• Cultivate a strong culture of customer service in the Security Department;
• Conduct performance review for Security Supervisors;
• Perform and carry out other duties as instructed / directed by the Customer Experience Director;
• Technical, Financial and People Accountabilities;
• Manage and support Security Supervisors, ensuring the team is performing to the required standards.
• Recommend and implement improvement measures

People and Culture
• Perform and carry out other duties as instructed / directed by the Customer Experience Director.
• Cultivate a strong culture of customer service in the Security Department

• Meeting the Key Performance Indicators in line with business needs
• Responsible for achievement of annual service and budget objectives, control and performance of people (including discipline, etc


HSQE
• To be aware of, and play an active role in the development and implementation of the Integrated Management System and the content of the Environment, Quality, Health & Safety and Information Security Policy Statements, to ensure that these are implemented within their area of responsibility;
• Understanding of personal responsibilities and contribution, and those of their staff (including subcontractors) in achieving compliance with the Integrated Management System and Competence Management System requirements, control measures and legal requirements by contributing to, or leading environmental impacts and aspects assessments, job safety analysis, information security risk assessments and competence assessments within their area of responsibility. Ensure that the results of such assessments are embedded in management systems, that these systems are communicated to those affected. Ensure that staff understand them and the potential consequences of departure from the arrangements in place;
• To exercise a personal duty of care for their own health, safety and welfare and for those affected by the acts or omissions and promote the same within their area of responsibility;
• To use safety equipment (including PPE) as required and intended and observe that this is also enforced within their departments and among subcontractors and third parties working in Serco’s controlled premises/systems;
• Ensure that a good HSQE and Information Security culture is promoted within their departments and among their peers, subcontractors and third parties;
• Lead by example and ensure that ways to conserve energy, water and resources and minimise the generation of waste are identified within their area of responsibility
• Protect information assets and data including both electronic and paper based from all threats whether internal, external, deliberate or accidental;
• Promote a good HSQE and Information Security culture among their peers, subcontractors and third parties;
• Conduct regular reviews on the HSQE and Information Security Performance within their departments and seek ways to continually improve;
• Carry out regular health and safety tours and inspections.

Requirements

• Ideally a degree holder or higher diploma of post-secondary education and/or relevant professional qualifications; transportation economics or logistics and business administration or related discipline
• Essential technical and professional skills and knowledge
• Ability to liaise in a professional and persuasive manner with staff at all levels in the organisation;
• Highly motivated and flexibility to work in a time-sensitive environment to respond quickly and effectively to unanticipated high workloads, events and emergencies;
• Ability to make calm and sound decisions in emergency and crisis situations

Essential experiences
• Approximately 7 years of experience in security of which 2 years’ in management capacity employed in a law enforcement agency, a security services provider or a transport/service company;
• Experience and good working comprehension of basic management processes and performance and appraisal management;
• Thorough understanding of security operations systems, processes and associated activities such as regulations and civil liability, patrol, access and exit control, fire prevention, emergency
• response, operation and maintenance of security facilities and equipment
