Employment: Full Time

Job Purpose
* Plan, supervise and coordinate contracts administration and cost control activities to HSEQ group for all required services including post award contracts support and analysis ensuring alignment with QatarEnergy LNG policies and procedures.

Job Context & Major Challenge(s)
* Responsible for the administration contracts and purchase orders. Processing includes checking the invoice value and the total expenditure with respect to Contract Cap Value, Budget, Work Program & Budget (WP&B), Table of Financial Authorities (TOFA) and compliance with generally accepted accounting principles and adherence to Company policy and procedures.
* Takes initiatives, based on experience gained, to deliver timely and cost-effective service.
* Works in a highly dynamic team environment that has tight-deadlines, high-pressure and visibility, which means that accuracy, initiative, and ability to multi-task are essential.
* Major challenges include understanding SAP cost object usage; understanding the cost flows from first incurred cost objects to venture company ledgers; meeting planning cycle timelines; ensuring cost planning models capture sufficient granularity to facilitate subsequent stewardship; ensuring robust cost budget and forecast reviews and, the provision of recommended corrective actions to achieve corporate cost targets.

Key Job Accountabilities - I
* Prepare, develop, and consolidate HSEQ budget for annual and five-year plan, including capital expense budgets, in accordance with guidelines set by management and in line with project budgeting targets. Oversee and facilitate project support in preparation of HSEQ group budget for all Company ventures, asset, and common areas in line with Company direction.
* Monitor financial performance against the budget so that the business is informed of projected costs and revenues, promptly identifying, and rectifying any areas of unsatisfactory performance to maintain financial health and sustainability of operations. Monitor expenditures and projected costs against the approved budget, initiating and managing the benefits analysis and realization process while making recommendations on controlling over/under-spending and potential reallocation of funds based on changes in priorities.
* Work closely and support operations and projects in development of their HSEQ plans and procedures to ensure streamlined and efficient HSEQ operations at Company facilities. Monitor the effectiveness of HSEQ plans and procedures regularly, recommending necessary adjustments to improve efficiency and effectiveness.
* Lead contract management for the group, implementing Contractors’ performance reporting, accrual, and invoicing processes with the aim of reducing contract administration time, increasing efficiency, and mitigating compliance and contractual risks. Monitor contract safety and health performance during execution, ensuring compliance with contractual obligations and quality of work.
* Implement post-award services tasks, developing and executing Contract Work Orders (CWO) and managing the final payments and close-out process, ensuring they are implemented in an efficient manner while maintaining good contractual relationships

Key Job Accountabilities - II
* Review the Demand Plan and supervise and facilitate the development and finalization of annual contracts, ensuring alignment with strategic objectives and operational needs.
* Review purchase requisitions for completeness and proper authorization, liaising with end users to resolve any outstanding issues serving to prevent errors, delays, and potential cost overruns.
* Review suppliers’ commercial quotations thoroughly to ensure they meet the organization’s needs and budget, facilitating the decision-making process and recommending based on comprehensive evaluation. Liaise with the end-user for technical evaluation, conveying the technical specifications of the products or services quoted by the suppliers, and gaining expert assessment whether technical requirements and expectations are met.
* Monitor cap value of assigned agreements, and ensure availability of orders to process payment, contributing to HSEQ’s effective financial control and efficient operations. Ensure Instructions to Proceed (ITPs) comply to contracted rates before issuing to contractors, and purchase orders in SAP are consistent with the approved ITPs.
* Prepare and maintain HSEQ manpower progress reports for Management including training plans. Maintain HSEQ Organizational Charts and ensure timely submission of WP&B manpower, preparation of organizational change requests and manpower budgets. Qualifications * Bachelor’s degree in business or economics disciplines.

Requirements:

Knowledge and/or Experience
* 8 years’ relevant experience in an administration role with strong financial background.
* Experience in the use of a major business application systems like SAP.

Technical and Business Skills
* Proficient in written and spoken English.
* Computer literacy, including the use of spreadsheets, databases, and Enterprise Resource Planning (ERP) systems.
* Ability to communicate effectively with internal/external clients.
