Qualification
- Bachelor’s degree or equivalent degree in civil engineering.
- Master of engineering degree (or equivalent) in civil engineering or a related field from an accredited college or university.
- MMUP Grade A accreditation is preferable.
- Chartered Engineer (CEng) or Professional Engineer (PE) license or equivalent in the relevant field from a recognized global organization.
- PMP certification is preferable.
Experience
The candidate should demonstrate experience in the following:
- Hands-on design experience having worked in consultant firms for a minimum of 12 years.
- Minimum 10 years of experience in design or construction management of large scale infrastructure projects, including roads and utilities projects.
- Experience in design modelling, analysis, and evaluation of software results as well as demonstrated experience in design review, convenience in performing spot checks, and possession of engineering judgment.
- Experience in design and construction of road works such as grading, paving, drainage, and other infrastructure components.
- Ability to independently carry out designs of collection, conveyance, and disposal of wet pressurized and gravity networks.
- Advanced experience and knowledge of preparing and developing hydraulic models for utility networks, design reports, and conversant with design software like Bentley WaterCAD / WaterGems, SewerGem, Bentley Hammer, and Infoworks.
- Knowledge of latest software like Civil 3D, Dynamo, Python, Open Roads, Open Utilities shall be considered positively.
- Experience working in Navisworks environment as well as Revit software.
- Skill and knowledge of international and local standards including BS, EN, ASTM, and QCS related to his area of expertise.
- Familiarity with load demand calculations for large developments.
- Conversant with water, irrigation, firefighting authority regulations such as NFPA, QSDDM, QHDM, Shell DPE, and other relevant authorities within Qatar.
- Familiarity with the requirements for hydraulic design for large scale pumping and lifting stations.
- Construction experience in recognizing suitable methodologies, properties of materials, applicability of technical solutions, specifications, and required tests.
- Strong infrastructure engineering background with previous experience on infrastructure projects including understanding of requirements for dry utility networks, primary substations 132/11 kV, HV/MV/LV networks, distribution/pocket substations, feeder pillars from the civil engineer’s perspective.
- Demonstrated expertise in reviewing highway and rehab related design and modeling, land development, traffic impact assessments, junction designs, traffic signs, and markings.
- Familiarity with local and international highway design standards and regulations.
- Experience working on international projects, particularly in the Middle East.
- Fluency in English, written and spoken, with excellent capability in written technical skills as well as oral and written communication.
- Ability to coordinate interfaces between different utility disciplines (wet and dry services) and with roads, structures, and other civil works.
- Proven experience in managing multi-disciplinary contractors and resolving site issues efficiently.
- Ability to prioritize and conclude multiple tasks in a timely manner to meet scheduled deadlines alongside unscheduled urgent activities.
- Ability to coordinate with and promote teamwork amongst stakeholders, co-workers, and external organizations.
Primary duties and responsibilities
- Perform a variety of design and analysis functions for road/highway and utilities projects.
- Review and approve design outputs to ensure quality and compliance with contractual obligations.
- Perform review and evaluation of vertical alignments and horizontal impacts, analyze cross-sections, calculate super-elevations, and execute grading and permit/plan preparation.
- Review and justify material submissions, analyze laboratory and technical reports, evaluate acceptance of sampling plans, testing, and quality measures, ensuring compliance with the project’s specifications.
- Review and approve contractor’s shop drawings, materials, method statements, inspection and test plans (ITPs), and technical submittals related to civil works (roads and utilities).
- Participate in constructability reviews and propose solutions to design and site issues.
- Review and supervise installation of utility networks including potable water, firefighting, irrigation, sewerage, stormwater drainage, district cooling, electrical networks, street lighting, ICT/telecoms, and gas (as applicable).
- Review and verify hydraulic calculations, capacity checks, and network layouts where required.
- Ensure proper alignment, levels, clearances, protection, and separation of utility services in accordance with standards and authority requirements.
- Oversee testing and commissioning processes for all utility systems and ensure documentation is complete and compliant.
- Review and evaluate contract changes and variations to approved guidelines and applicable codes, standards, and practices; make recommendations for approval or rejection of technical deviations.
- Ensure compliance of design with all applicable codes and regulations.
- Keep project management team informed as to changes made to ensure timely processing of contract change orders.
- Maintain overall knowledge of drawings, specifications, general contracts, and time schedules.
- Manage responses to design RFIs and review/comment on change orders.
- Ensure all infrastructure design works are comprehensive and discussed with various engineers for the best implementation and installation of services in coordination with other parties and contractors.
- May participate in negotiations with regulatory agencies in public meetings to support the client.
- Provide necessary technical support and design review/audit services to project management team ensuring the correctness and quality of implementation of requirements.
- Understand the client's business goals in order to enhance the project work.
- Respond to contractor RFIs, and review and approve key technical submittals related to electrical works and dry utilities.
- Verify clash detection outputs and resolve clashes within 3D models in coordination with the wider design team.
- Coordinate with cross-functional teams, including architects, engineers, and construction professionals.
- Establish and maintain strong relationships with stakeholders and sub-consultants.
- Analyze project risks and develop mitigation strategies to ensure smooth project execution.
- Stay updated on industry trends and incorporate innovative design solutions into projects.
- Prepare and present comprehensive design reports and recommendations to senior management.
- Demonstrate strong project management skills with the ability to lead complex, multi-disciplinary projects.
