Senior Commercial Manager - Highways - Doha

We are looking for a Senior Commercial Manager to work on one of our major highway projects in Qatar.

The main duties of the Snr. Commercial Manager include, but are not limited to:
• Supervising the performance of the quantity surveying to ensure quality and timeliness in delivery.
• Preparing tender / bid evaluations and recommendations in coordination with the Quantity Surveyors and Construction Managers.
• Ensuring that each Quantity Surveyor personnel run their section to the highest professional standards, that all information is current, and that every member of the team is receiving the information he or she needs to fulfill their responsibilities.
• Provision of all the technical data to the Senior Commercial Manager to be included in the project’s reports and such other reports, exercises or investigations required by the team or client.
• Providing guidance and support to individual commercial managers.
• Preparation of estimates.
• Overseeing the maintenance of change management logs for specific project.
• Reviewing and validating certification of contractor pay applications by consultant.
• Assistance in claim analysis and recommendation to the client.
• Reviewing consultants estimates.
• Establishing and maintaining consistent and adequate administration procedures. These procedures will be followed across the project by the respective quantity surveyors working under the construction managers.
• Identifying, documenting and coordinating with the Design Managers to resolve potential issues.
• Analysing information, reporting and recommendations.
• Quantifying and estimating costs for all proposed variations / change orders.
• Participating in all change order negotiations.
• Preparing, as required, cost estimates for each potential change.
• Generating and processing necessary change order documentation.
• Ensuring that all stakeholders, such as administration, operations, and finance understand and adhere to contractual obligations; and reflecting them accurately in forecast.
• Client facing and leading commercial meetings.
• Financial and risk management and reporting.
• Insurance, guarantees and bonds management.
• Monthly cost reporting and presentations.
• Dispute resolution participation.
• Earned Value Management.
• Coordination with the Project Controls, Planning and Cost team.
• Undertake in Commercially focused meetings within the company and externally with clients and sub-contractors.

Requirements

• B.Sc. in Quantity Surveying / Commercial Management.
• Must be qualified and chartered QS by a recognised international body such as CIOB and RICS.
• Minimum of 20 years in dealing with major highway projects with +10 years in Commercial Management.
• +5 years Middle East experience desirable.
• Candidates should have previous experience in dealing with Middle Eastern municipality regulations and contract conditions and be able to demonstrate delivery of large scale road / highways projects as well as rail networks.
• Strong Transport sector experience (Roads, Highways)
• Experience of process mapping and data analysis.
• Experience of managing projects and programmes to tight deadlines and budgetary constraints.
• Experience in the production of business documentation, including business cases, project plans, reports, strategies and training material.
• Experience of working in cross functional virtual teams.

• Excellent spoken and written command of English including Technical writing is critical to this role.
• Ability to maintain a pro-active and organized approach.
• Good attention to detail coupled with the ability to focus on the wider objectives.
• Culturally sensitive with experience in operating in a multicultural environment.
• Excellent interpersonal skills with the ability to effectively communicate and influence to internal and external audiences up to director level.
• Highly organised with the ability to prioritise tasks and work on a wide range of projects at the same time
• Self-motivated, assertive and be capable of working under pressure to meet deadlines when required.
• Has good facilitation, meeting management, listening, coaching, project management and presentational skills.
• IT literacy is essential with a good working knowledge of MS Excel, MS PowerPoint, MS Visio and MS Access.
