Senior Commissioning Engineer

Job description / Role

Key responsibilities

Represent the client as commissioning team leader for all assigned projects in onshore.

Review and comment on EPIC contractor scope of work for pre-commissioning, commissioning, and completion activities.

Lead project pre-commissioning, commissioning, and start-up engineering support services rendered by outsourced contractors to ensure that all such activities are conducted as per regulations, project commissioning procedures, and industry best practices.

Report to the head of commissioning on all commissioning-related matters under execution for the successful completion of commissioning.

Improve commissioning procedures, initiate and contribute to the commissioning deliverables standardization.

Develop commissioning strategy and commissioning plan, and obtain approval for the same in consultation with the end user and in accordance with contract requirements and in close coordination with head of commissioning and EPIC contractor.

Lead the commissioning team in the development and arrangement for approval of the commissioning procedures for all systems and facilities.

Organise and ensure the availability of the commissioning team and arrange the required manpower support from the end user and contractor.

Develop a plan for the commissioning activities and ensure its implementation as per the approved commissioning plan and project schedule.

Detail the activities into required systems and subsystems to facilitate commissioning and start-up.

Develop and arrange for approval of all commissioning handover checklists and certificates, and coordinate with contractor/vendors to solve system or equipment performance problems.

Work closely with the project construction team, end user, and contractor to coordinate punch listing activities from the beginning to the end of the commissioning process, including clearance and close-out.

Frequent long working hours may be required, which include outdoor field work.

Exposed to a multi-disciplinary, multi-cultural environment requiring special coordination and expediting skills.

Maintain sound interpersonal relationships and effective communication within the client and contractor teams.

Coordinate schedule for vendors' presence or visits at site(s), and on-job training to assist in the commissioning of critical equipment and processes.

Participate and contribute to all safety design reviews and studies.

Participate in the FAT and SAT as required.

Review multidisciplinary engineering deliverables from commissioning approaches.

Support and assist the project team in the project closeout gate.

Requirements

BSc or BE in Instrumentation or Electrical Engineering from a recognised university with extensive commissioning experience of oil and gas projects.

Good skills in construction management, effective communication, and conflict resolution.

A minimum of 12 to 14 yearsu2019 experience in relevant construction and installation activities in projects of the oil and gas industry, including extensive experience in large-scale solar (photovoltaic) projects.

Experienced in the implementation of construction industry best practices, systems, processes, and standards.

Good communication skills and exposure to commissioning software such as ICAPS and similar completion management software.

Multi-discipline engineering exposure with troubleshooting and problem-solving skills is considered essential for the position.

Experience in onshore project construction and installation activities is strongly preferred.

Strong technical experience in commissioning of fire and gas systems, distributed control systems, integrated control and safety systems, power management systems, building management systems, instrument air, etc., in onshore environments.
