Qualification

B.Sc or BE in Instrumentation, Electrical, or Mechanical Engineering from a recognized university with extensive commissioning experience in oil & gas projects.

Good skills in construction management, effective communication, and conflict resolution.

Skills

• Good communication skills.
• Exposure to commissioning software such as ICAPS and similar.

Experience

• 12 to 14 years of relevant experience in construction and installation activities in oil & gas projects.
• Experienced in implementing construction industry best practices, systems, processes, and standards.
• Multi-discipline engineering exposure with troubleshooting and problem-solving skills is essential.
• Strong preference for offshore project construction and installation experience.
• Technical expertise in commissioning of F&G systems, DCS, ICS, power management systems, instrument air, wellhead control systems, etc., in offshore environments.

Primary Duties and Responsibilities

• Represent as commissioning team leader for all assigned offshore projects.
• Review and comment on EPIC contractor SOW for pre-commissioning, commissioning, and completion activities.
• Lead project pre-commissioning, commissioning, and start-up engineering support services rendered by outsourced contractors, ensuring compliance with regulations, project commissioning procedures, and industry best practices.
• Report to head, commissioning on all commissioning-related matters for successful completion.
• Improve QatarEnergy commissioning procedures and contribute to standardization of commissioning deliverables.
• Develop commissioning strategy and commissioning plan, obtain approvals in consultation with end user, and ensure alignment with contract requirements.
• Lead the commissioning team in developing and approving commissioning procedures for all systems and facilities.
• Organize and ensure availability of the commissioning team and arrange manpower support from end user and contractor.
• Plan commissioning activities and ensure implementation as per the approved plan and project schedule.
• Break down activities into systems and subsystems to facilitate commissioning and start-up.
• Develop and approve all commissioning handover checklists and certificates; coordinate with contractor/vendors to resolve system/equipment performance issues.
• Work closely with construction team, end user, and contractor to manage punch listing activities from start to finish, including clearance and close-out.

Additional Responsibilities

• Frequent long working hours may be required, including outdoor field work.
• Exposure to a multi-disciplinary, multi-cultural environment, requiring strong coordination and expediting skills.
• Maintain sound interpersonal relationships and effective communication within contractor teams.
• Coordinate schedules for vendor presence/visits at site(s), including on-job training to assist in commissioning of critical equipment and processes.
• Participate and contribute to all safety design reviews and studies.
• Participate in factory acceptance tests (FAT) as required.
• Review multi-discipline engineering deliverables from a commissioning perspective.
• Support and assist the project team in project closeout gate activities.
