Employment: Full Time

A government entity in Qatar, involved in one of the country's most exciting development, is looking to recruit a Senior Compliance Specialist.
Key responsibilities

Planning
• Assist in the development of effective compliance and enforcement mechanisms for the committee's Workers’ Welfare Standards (WW Standards) including policies, protocols and systems for integration, enactment and enforcement
• Ensure effective execution of the WW Standards and their associated policies and protocols throughout the committee's programme
• Assist with the development of a monthly Compliance & Audit report
• Contribute to the on-going enhancement and publishing of the WW Standards
• Contribute to the management of a third-party external monitor for the WW programme
• Contribute to the development of the WW Annual Progress Report
• Contribute to the development of the WW section of the quarterly development Progress Report

Execution
• Ensure WW requirements are incorporated into the committee's tender documentation, in collaboration with the committee Procurement & Contracts (P&C), Legal & Compliance (L&C), and Technical Delivery Office (TDO)
• Participate in pre and post tender elements for the committee's projects to ensure incorporation of WW elements, including conducting technical evaluations of bidder submissions in coordination with P&C and TDO; conducting tenderer briefings; and undertaking tender inspections
• Assist with the reviewing, assessing and gaining endorsement of any exemptions provided to Contractors/Subcontractors in respect to the WW Standards
• Assist with monitoring of compliance with WW Standards by Contractors and Subcontractors, and provide support for continual improvement and compliance by maintaining open communication with all relevant parties
• Assist with the reviewing of contracts between Contractors and Recruitment agents and ensure compliance with the WW requirements
• Ensure compliance of Contractors with the required monthly submissions and report any deviations
• Assist with reviewing monthly Contractor self –audit submissions and integrate the action plans within the monthly WW Audit schedule
• Monitor and report details of non-compliance to relevant parties within the committee and to Contractors and agree on corrective action plans and procedures
• Ensure corrective action plans and procedures for areas of non-compliance are executed efficiently and effectively as planned
• Assist in the monthly Contractor penalty calculation process and provide recommendations

Integration & Engagement
• Provide monthly induction to new Contractors on WW Standards
• Assist with arrangement of the Program Workers’ Welfare Forum (PWWF)
• Monitor and attend the Workers’ Welfare Forums (WWF) as required
• Coordinate with other internal units within committee on areas related to WW, e.g. Health & Safety, Technical Delivery Office, Public Relations etc.
• Engage and integrate with internal and external stakeholders

General
• Perform any other duties assigned by the supervisor directly related or relevant to the job
• Ensure the assigned responsibilities are delivered:
• to a high standard of quality and timeliness
• in full compliance with the committee's Quality Policy and the Safety and Security rules and requirements
• in line with any standards and objectives designated in the Employee Performance Management system

Requirements

- Bachelor's degree is required in a relevant field.
- Post graduate degree is desirable
- Minimum 5 years’ experience in governance and compliance preferably in the construction industry
- Experience in developing WW frameworks, policies, procedures etc.
- Experience working with NGOs preferably in WW issues
- Corporate governance and compliance experience is a must
- Corporate social responsibility experience is preferable
- Excellent knowledge of the local, regional and international regulatory policy issues and emerging policies affecting large-scale development projects is an advantage
- Experience in the tendering process in the construction industry is preferable
- Stakeholder engagement and management experience
- Knowledge of the HR Law and Labour Law in the State of Qatar
- Experience of working in the region and knowledge of local culture
- Flexible; able to work autonomously; team player; willing to work on tight timelines and pitch in when needed; positive attitude; patient; and persistent
