Employment: Full Time

General Description:
• This position shall manage the execution of the engineering options analysis and concept design.
• Assessment of Public Private Partnership (PPP) suitability and development of procurement strategy
• To provide engineering input related to the Public Private Partnership (PPP) project.

Job Responsibilities:
• To develop the engineering options, as well as the review of technical and environmental challenges, CAPEX and OPEX estimates, and the delivery of concept designs, schedule and overall programme, and tender documents for the preferred option.
• To carry out technical due diligence with all relevant stakeholders, carry out site due diligence, environmental and social due diligence, and prepare high-level technical scope and approach.
• To review the existing design documents and requirements, carry out extensive due diligence with various relevant government authorities and develop high level design requirements, and confirm the technical need of the Public Private Partnership (PPP) project.
• To develop high level technical risk analysis.
• To ensure that Public Private Partnership (PPP) payment model and supporting payment systems are in line with contractual requirements.
• To provide inputs to payment mechanism, risk assessment, public sector comparator, and value for money analysis.
• To assist in market sounding and provide inputs to procurement strategy and decision-making.
• To determine the PPP project’s technical, operational, and regulatory factors.
• To apply international design standards across various projects.
• To draft, review, or recommend any engineering-related documents as required.
• To ensure that engineering principles are incorporated and applied.
• To assist in the preparation of PPP project development and procurement documentation.
• To carry out technical evaluation of the expression of interest, requests for proposals, and bid submissions. Review all the technical bid submissions and raise technical clarifications as required.
• To participate and support in the preparation with the preferred bidder.
• To assist in contract negotiations and contract finalisation.
• To provide day-to-day contractual and technical support to the Authority’s PPP team.
• To provide regular progress reports and elevate issues to the Authority’s Project Manager.
• To provide progress reports as and when required.
• Attendance at all relevant meetings.

Requirements:

Mandatory Requirements:
• A university degree from a recognised university in a relevant field; this may include but is not limited to engineering, architecture, or equivalent obtained from universities identified in the World Higher Education Database (WHED) published by the International Association of Universities.
• More than 15 years of practical and relevant experience since obtaining the educational qualifications specified, with a minimum of 7 years’ specialised experience in transaction advisory and PPPs.
• Minimum of 7 years of experience working in North America, Western Europe, the UK, Australia, or New Zealand or an equivalent developed country or GCC.
• Minimum 7 years of experience with roles similar to the proposed role.
• In-depth understanding of PPP development and procurement procedures, design management, tender preparation, independent certification engineer services, design review, risk register, tender evaluation, technical due diligence, handover etc.
• Demonstrable track record in the delivery of multiple Public Private Partnership (PPP) projects.
• Effective in building good working relationships within complex structures, both internally and with various project stakeholders.
• Must have excellent communication skills in English, written and spoken.

Desirable requirements:
• Master’s degree in a relevant field.
• Highly desirable to have Chartership, Licensed or professional certification obtained from internationally recognised professional institutions or organisations.
• Highly desirable to have Arabic language skills.
• Highly desirable to have experience in Qatar and/or the Gulf region.
