We are seeking to recruit on behalf of our client a SENIOR INSTRUMENT TURBOMACHINERY ENGINEER who will based in Qatar on a long term residential contract working in the client’s [user] Operations Engineering Offshore Department providing

Purpose
- Responsible for engineering, tender package preparation, technical evaluation of bids, project management, execution and implementation of control systems projects and plant changes
- Responsible for assessing requirements for control systems enhancements and upgrades and for setting plans to implement the upgrades
- Provides specialized engineering and technical support to asset holder and prepares, evaluates and manages relevant technical support contracts

Responsibilities/Accountabilities
- Responsible for engineering, tender package preparation, technical evaluation of bids, project management, execution and implementation of control systems projects and plant changes.
- Attends Factory Acceptance Tests (FAT), Site Acceptance Test (SAT) and final commissioning tests for projects pertaining to control systems
- Responsible for assessing requirements for control systems enhancements and upgrades and for setting plans to implement the upgrades.
- Formulates and establishes technical support strategies for control systems at offshore locations MM, BH, NFA, ALR, ALR, NSS Platforms and terminal
- Accordingly, prepares, evaluates and manages relevant technical support contracts to maintain their integrity and reliability
- Responsible for the preparation of conceptual and detailed design packages together with the scope of work, material specifications and cost estimates for the instrument related plant changes
- Responsible for the coordination and provision of Engineering input for all Engineering projects and Plant Change Requests pertaining to control systems in close liaison with other Departments
- Provides advice to instrument engineers at offshore locations on problems of recurring nature. Identifies problems requiring assistance from original equipment manufacturer (OEM) and co-ordinates technical aspects to achieve satisfactory resolution of problems.
- Provides specialized engineering and technical support to asset holder to enhance the performance of control system.
- Participates in specialized teams and committees to enhance offshore plants performance and safety
- Analyses outputs/trends/SOE from control and safety systems to identify problems and recommend appropriate remedial actions
- Reviews and analyses failure reports and advises corrective actions and improvements to maintenance policies and procedures to avoid similar recurrences
- Participates in operations engineering budget preparation and cost saving.
- Participates in the review, control and standardisation of materials and spare parts for instrument equipment and related control and safety systems
- Responsible for compliance to relevant client policies, guidelines, procedures, rules & regulation, and management system initiative in line with ISO 9001-2008 (Quality Management System), ISO 14001 (Environment Management System) and BS OHSAS 18001 (Occupational, Health and Safety Management Systems)
- Responsible for promoting Health and Safety of its employees, contractors and visitors in all phases of Operations and activities

Additional Information responsibilities
- The incumbent will have daily contacts with section head to appraise the section head on control systems related activities and future plans
- Frequently contacts lead maintenance engineers and instrument engineers at offshore sites to discuss relevant non-routine problems and provide technical support accordingly
- Frequently contacts lead engineers from other departments for coordination and follow up
- Frequently contacts vendors and contractors for updates and follow up on projects implementation activities

Requirements

- Previous experience of being responsible for engineering, tender package preparation, technical evaluation of bids, project management, execution and implementation of control systems projects and plant changes
- Previous experience of being responsible for assessing requirements for control systems enhancements and upgrades and for setting plans to implement the upgrades
- Previous experience of being responsible for providing specialized engineering and technical support to asset holder and prepares, evaluates and manages relevant technical support contracts
- Minimum of 8 years’ experience in an oil, gas or petrochemical industry control systems applications, out of which 5 years as Sr. Controls Engineer or Sr. Instrument Engineer preferably in operations engineering department. Should have good experience in projects management with good knowledge in control systems design
- Must be qualified, skilful, intelligent, persuasive and up-to-date with the development in the control systems technology
- Should be able to work vigilantly under stress and high workload, through difficult circumstances, still quickly responds to any request that could be raised suddenly to utilize his technical expertise to resolve problems on the control systems.
- Should have good knowledge and wide experience in project management to provide solutions for administrative, logistic, contractual and technical problems that may arise during Control Systems projects execution
- Should be familiar with relevant international codes and standards
- Should be familiar with turbomachinery control systems particularly those of Siemens turbines TB-5000, Tempest, Typhoon, Avon and GE frame-5 turbines
- Should have good experience in the analysis and troubleshooting of faults on turbine control panels particularly GE MKVI and Siemens turbine control panels
- Should be familiar with SAP system and with good background in computer software
- BSc Electrical Engineering, Electronic Engineering, Control Engineering or Instrumentation Engineering from accredited university followed by engineering and specialised courses on control systems particularly DCS, ESD and fire and gas systems from reputed vendors (i.e. Honeywell, ABB, Invensys, Emerson, Yokogawa, Siemens, GE, etc.). In addition to special courses on turbomachinery control systems
